Process
• Homeowner applies for loan with Accessory
Apartment or Bungalow building permit at CDD
• CDD determines max 100% LTV based on current
TAV or “As Proposed” appraisal
• Homeowner uses personal funds or gets traditional
financing to build the unit
• Funds available when Certificate of Occupancy is
issued (18 month commitment)
• Before funding - Lien check/Deed of Trust
Program not yet approved by Assembly
• Eligibility TBD (Location/Rent Cap)
• Pilot funding - $160,000

• Credit union makes 2 loans and services both
