21CN Deployment Strategy Plan (DSP) – intro & recap
• The DSP (C21-MG-015) was up-issued on 15th January 2010
• Incorporates the 21CN Product Plans and describes BT’s plans for its
next generation network known as 21CN.
• Draws together BT’s current view of its 21CN deployment plans,
regulated product availability and voice migration plans on an exchange
by exchange basis, including points of interconnection
• The DSP plus associated supporting available documents (eg roadmaps
and dataset information) combine to be BT’s Plan of Record
• Some areas – dates for Pathfinder Volume POTS & delivery plan for
ISDN customer trials in Northern Ireland and South Wales – remain under
review
NB: Available via the secure area of the Consult21 website - access is only available to BT’s
CP customers – for access please email [email protected]
21CN Deployment Strategy Plan (DSP) – product overview
updates
IPstream and Datastream
• Both are retained on the current broadband platform until their
withdrawal from service (not migrated to 21CN)
• Are replaced by products that provide similar and enhanced end user
functionality – Wholesale Broadband Connect (WBC) and Wholesale
Broadband Managed Connect (WBMC).
21CN Deployment Strategy Plan (DSP) – product overview
updates
IPstream withdrawal framework
• The overall framework and phase one of withdrawal of BT Centrals
(phase one) and End User Access Withdrawal (phase two) have now
concluded.
• IPstream will be withdrawn on a per exchange basis – with 18 month
withdrawal notifications provided
• No withdrawal notifications will be issued before June 2010
• The framework effectively provided CPs a 30 month period (from the
start of the phase two consultation)
• BT will confirm whether it will defer the withdrawal for a further period of
time or whether withdrawal notifications will start being issued in June
2010.
21CN Deployment Strategy Plan (DSP) – product overview
updates
Datastream withdrawal framework
• Datastream withdrawal framework was concluded in August 09.
• The confirmed withdrawal framework does support a national withdrawal
and provides CPs with an 18 month withdrawal notification.
• New supply will continue to be nationally available for the first 12 months
of the notification period.
• BT will not be issuing any withdrawal notifications before June 2010, so
CPs effectively have a minimum 30 month timeline for the continued
national availability of Datastream (from the conclusion of the
consultation).
• In June 2010, BT will confirm whether it will defer the withdrawal of
Datastream for a further period of time or whether the product withdrawal
notification will be issued.
21CN Deployment Strategy Plan (DSP) – product overview
updates
WBC
• 50% coverage with over 750 sites live
• Rollout is on track to increase this footprint to 55% by Spring 2010
• Subject to wholesale customer demand, the intent is to extend the WBC
footprint to 75% of UK end users by Spring 2011
• ADSL2+ deployment being enhanced to enable faster upstream line speed.
Indicative delivery date May 2010
• Real Time is also on the product roadmap - indicative trial date Spring 2010
• The WBC price reduction came into effect 1st January 2010
• Service Availability datasets for WBC rollout are updated monthly via the
Service Availability area of btwholesale.com
WBMC
• Latest WBMC pricing published November 2009
• WBMC price reduction also came into effect 1st January 2010
Discussions of the WBC and WBMC development roadmaps take place through the
ISP forums and bi-laterally
21CN Deployment Strategy Plan (DSP) – product overview
updates
Wholesale Ethernet
•
•
•
780 nodes rolled out to date
Subject to customer demand,48 additional nodes will be
rolled out progressively by the end of financial year 2009/10
Bringing the total to 828 by the end of the financial year
21CN Deployment Strategy Plan (DSP) – product overview
updates
Multi Service Interconnect Link (MSIL)
• Ethernet MSIL interconnects BT’s 21CN with other Communications
Providers NGNs
• Allows customers to take multiple services over the same interconnect
link
• BTW is developing a resilient MSIL option to provide resilient MSIL pairs
at Metro-node sites – provided via separate Ethernet Edge Aggregators –
due by March 2010
21CN Deployment Strategy Plan (DSP) – product overview
updates
BTW Partial Private Circuits (PPCs)
2Mbit/s (and above)
• BT Wholesale’s strategy for 2Mbit/s (and above) PPCs is to retain its
existing 2Mbit/s (and above) 20C PPC products, with 21CN components
replacing obsolete 20C network components over time
• PPC portfolio retains its existing framework i.e. Points of Handover
(POH) and will continue to use native TDM (SDH) technology.
• Initial technical trial towards the end of BT’s financial year 2009/10.
- Proving that the change out of the core network components is seamless
21CN Deployment Strategy Plan (DSP) – product overview
updates
BTW Partial Private Circuits (PPCs)
Sub 2Mbit/s PPCs
• Sub-2Mbit/s TDM portfolio infrastructure strategy was evaluated as part
of a separate feasibility study.
• Two options were investigated:
1) Extending the life of the current 20C DPCN beyond the current stated
closure date of 2014;
2) 21CN delivered options requiring the use of a sub 2Mbit/s NTE in
conjunction with a 2Mbit/s circuit.
• The chosen option is to maintain the sub 2Mbit/s PPCs on
the DPCN until 2018 – formally endorsed
21CN Deployment Strategy Plan (DSP) – product overview
updates
ISDN Strategy
• BT is developing an ISDN like-for-like service to be deployed in line with
the roll out of WLR services on 21CN
• Plans to test Huawei ISDN equipment in Northern Ireland and Fujitsu
ISDN equipment in South Wales
• BT own-use ISDN30 trials have started – very early stages
• CPs have been able to make use of the Swansea test facility from
October 2009 and/or, if suitably located, one of the BT own-use sites for
the voluntary trialling at an appropriate date
• Delivery plans are currently under review
Key Consult21 engagement activities
- including interconnect arrangements for Voice over Next
Generation Access (VoNGA)
- recap/reminder of the next phase of voice migrations to
21CN, known as Pathfinder Volume POTS.

VoNGA interconnect
VoNGA interconnect consultation
• The
TDM interconnect nodes that will be available for calls
originating from VoNGA lines
• How migration from TDM to IP Interconnect for IP-IP calls could
take place
Initially all interconnect will be TDM
• Only
use TDM nodes where IP interconnect will be available
• Use a sub-set of the 27+2 nodes where there is CP Interconnect
and there are NGSs
• 2 Interconnect Nodes for launch, moving up to 7 Interconnect
Nodes as volumes grow

• Possible to pick up the calls from other TDM Interconnect Nodes but it
will cost more
