• Chennai District is one of the expenditure sensitive districts
in the state of Tamil Nadu
• The details of electoral offences in the Tamil Nadu Assembly
election 2011 (Click To View)
• An analysis of the Vulnerable Voter booths in Chennai
District as per various indices showed that Chennai District
has 255 vulnerable booths :

Details of electoral offences in assembly election 2011
During the year 2011 Assembly election, 882 cases were registered for model
code of conduct violation , 64 cases were registered for money & material
distribution, 91 cases were registered for criminal intimidation and other election
related offences. The number of cases and also its present stages are furnished
below:

Special initiative
• Owing to the “expenditure sensitive” status of the
district, a special initiative was taken to track all the
election expenditure monitoring teams functioning in
the three parliamentary constituencies of Chennai
District.
• 48 vehicles for these EEM teams were on field at
any point of time and to put them to optimum use ,it
was decided to track the vehicle with a vehicle
tracking system
• Vehicle tracking was done with GPS system
• Real time monitoring was made by integrating it with
the Complaint Cell in the District Election Office

Vehicle Tracking System
• An electronic device is installed in a vehicle to enable
to track the vehicle's location.
• Uses Global Positioning System (GPS) modules for
accurate location of the vehicle.
• Combines a communication component such as
cellular or satellite transmitters to communicate the
vehicle’s location to remote user.
• Vehicle information can be viewed on electronic
maps via Internet or specialized software.

Using Vehicle Tracking System it was possible to monitor whether the flying squad
and static surveillance team traveled in the designated route and locations.
The routes through which the vehicles traveled were monitored
CUSTOMISATION
• The system was customised to obtain Parliamentary Constituency wise
movement of vehicles and also even Assembly Constituency wise movement
of vehicles
• By this system if the vehicle was found wandering beyond its designated PC
or AC it was tracked and enquired for violation
• Other reports like fuel consumption and the route traveled by the vehicle were
taken for every individual vehicle and closely monitored
BENEFITS TO ELECTION EXPENITURE MONITORING
• Live tracking of all EEM Vehicles ensured better compliance from EEM teams
• Helped Chennai district election office to ensure better compliance and
efficient complaint monitoring on all election related offences
Cost involved in use of vehicle tracking system
• VTS was installed in 48 vehicles of the flying squad
,static surveillance team and video surveillance team
• The cost involved was Rs. 1,43,838
• The expenditure was borne from the Chennai
Corporation funds

• The number of complaints registered and its pendency
status were continuously intimated to the concerned RO
and AROs by short messaging service (sms) automatically
generated from the COC election portal.
• The status of all electoral offences was closely monitored
by the DEO through this integrated COC election portal.

Special zonal parties
• Maximum cash and articles distribution happens in the
last 2-3 days
• Hence special zonal parties were deployed on these
days for expenditure monitoring
• Bank employees who were enlisted for duty as micro
observers were formed as special zonal parties
• They were deputed for expenditure monitoring in
sensitive pockets, from 20-04-2014 to 22-04-2014
• Special zonal parties were provided with vehicles and
assisted by paramilitary force
