Current Situation
• There are two different levels of support
provided in schemes such as this one
• Some residents receive social care
support because they have eligible social
care needs
Benefits-based Charging
• A simpler, fairer way of charging has been
introduced for people using communitybased services like day care and home
care.
• We are now proposing to include people
who live in schemes like this and receive
social care services, in this policy.
Benefits based model
• Fairness – Everyone on disability
benefits pays something
• A person’s disability-related benefits
are paid to them to fund the costs of
meeting their support needs.

about today are:
• Attendance Allowance
• Disability Living Allowance
• Severe Disability Premium

If people are receiving social care services

They will be charged up to:
50% of Attendance Allowance
50% of Disability Living Allowance (care
component)
• 100% Severe Disability Premium

• If people choose to fund their care
themselves
Or
• they have capital over £23,250
Or
• They choose not to disclose their financial
circumstances
– They will pay either the full cost of their support
or the maximum charge of £92.10 whichever is
the greater
