capacity to deliver doubled target
• Smooth Transition
- unlimited carry over announced
- 300k extra jobs announced in Budget 2006
- scores finalised earlier than ever before
- Minister would not agree to an uplift on measures
• Size of Priority Group
- PG reduced from 47% to 40%
- 500k from PG to ATP
- PG Flexibility developed – can reduce PG to 35%
- 70 and over added to PG – extra 700k fillable CWI
CERT – Policy Objectives
• Encourage Solid Wall Insulation
- included as part of the PG FO – must be to 0.5 watts
per metre squared kelvin or less
- biomass removed from PG FO
- included in Market Transformation to 6% of target
- results in a 50% uplift for SWI
- given same uplift as other technologies
• Carbon Savings
- loft insulation lifetime increased to 40 years
- lifetime savings retained over annual savings
- worked on getting the best savings possible for the
industry
Supplier Obligation 2011-2020
• Annual carbon savings back on agenda!
• Measure based approach vs Cap and Trade
• Need to ensure all remaining CWI and LI completed
• Need to protect insulation as most cost-effective measure
• Technical solutions vs behavioural solutions
• Need to separate out social obligation from carbon

Ban on ladders?
• In 2004/5, several serious ladder falls brought the
industry to the attention of the HSE resulting in:
– Improvement Notices
– Prosecutions
– Civil court cases
And few organisations had
systems in place

Following concerns in 2006, CIGA
created the post of Health & Safety
Manager - with a role to:
– Work with installing firms - in respect of work
at height - to avoid the threat of a ban on
working from ladders
– Create a H&S framework available to installers
to help them comply with increasingly complex
H&S requirements

Where we are….

Current WAH Requirements:
HSE default position is that Ladders are a
last resort and their use is subject to:
• Avoid working at height if possible
A ‘hierarchy’ of
control
measures
– when working
at height:
• Use an existing safe place of work
• Provide work equipment to prevent falls
• Mitigate distance and consequences of a fall
• Instruction and training and/or other means.
• For the above, collective protective measures
(such as scaffolding) must be prioritised over
personal protection - such as using a fall arrest
harness.

Therefore, for installers to comply,
it is necessary that:
– A competent person must carry out a site specific risk
assessment.
– Work must be done by trained & competent people.
– Records must be kept.
– The most suitable equipment must be used.
– That equipment must be safe and maintained, with
records.
– Where ladders (or other access equipment) are used,
they must be safe, and the people using them must
be trained and competent.

H&S Developments
• Scheme Managers and HSE are highlighting the need
for Managers and Technicians to have H&S
competency - good documentation must be
incorporated
• The Corporate Manslaughter and Homicide bill is due
to be enacted on 6th April 2008
• Increasing calls for an industry Working at Height
Voluntary Agreement based on a 6 stage process to
demonstrate compliance
• Increasing requests from installing companies for
assistance in areas other than Working at Height.

building and risk assessment through to quality control.

Possible Voluntary Agreement:
• All properties must be surveyed, and a hazard identification form
completed.
• A site specific risk assessment must be completed by a
competent person.
• Selection of the most suitable equipment for the job - based on
the risk assessment.
• If ladders are selected, they should be secured by a proprietary
restraint system, which involves strapping the ladder to the
property in such a way that it cannot fall or slide.
• Technicians must have fall protection equipment.
• Technicians must receive training in the use of all equipment they
use.
• In house supervision, documented audits including disciplinary
procedures to demonstrate and reinforce the above.

Adoption will be voluntary - individual company’s will be
able to incorporate all or part of the agreement into their
own systems.

Other H&S Issues
• CWI H&S risks encompass more than just working at
height.
• Most Installers are involved in more than just CWI - loft
installation, draught proofing etc.
• There is a balance to be struck between looking for
trouble, and remaining aware of, and heading off,
emerging issues.
• The H&S Manager is employed by CIGA,
but the expertise and resources are
available to all of the industry.

Conclusions
• CIGA is supporting the insulation industry by providing H&S services
to all.
• How the H&S support activities evolve will depend on the desires
and requirements of the industry. I need your input and feedback to do even better.
• The commencement of activity under CERT will result in a big
increase in jobs, putting pressure on all aspects of the installation
process.
• It’s in all our interests to embrace H&S best practice and maintain
the industry’s good record of not only delivering the increases in job
numbers - but to continue to deliver these safely.
