OBJECTIVE OF IMPLEMENTATION

– IMPROVING COMMITMENT OF TOP MANAGEMENT IN PROTECTING LABOUR TO ACCIDENT HAZARD.

– IMPROVING WORK EFFICIENCY AND PRODUCTIVITY OF THROUGH PREVENTION OF ACCIDENT WORK AND DISEASE OF WORK EFFECT – IMPROVING COMPETITIVENESS IN INTERNATIONAL TRADE.

– GIVING PROTECTION OF TO DOMESTIC INDUSTRY FOR THREAT BOYCOTT BECAUSE BREACH OF RIGHTS OF WORKER

OCCUPATIONAL HEALTH AND SAFETY MANAGEMENT SYSTEM BACK GROUND

– OHS NOT YET GOT SERIOUS ATTENTION FOR ALL PARTY : OHS not yet become priority, manpower still be placed as production factors non as partner work .

Data : 1995 : 160.041 company  13.381 company more than 100 employee (mandatory of have Safety Committee) and not function 88 % – 90 %.

– WORK ACCIDENT STILL BE HIGH : In the year 1995 number of accident work as much 65.949 case with the following detail : die / death permanent disability : : 902 people 13.282 people whereas unable to work : 51.765 people Compensation of accident work : Rp. 39,02 billion – Execution of observation still have the character of partial and not yet touched aspect of management of like examination and certification of boiler, forklift others.

Article 86 1. Each worker / labour have rights to obtain ; get protection for a. health and safety work b. moral and ethics ; and c. same treatment as according to and standing prestige of human being and also assess religion 2. To protect safety of worker / labour utilize to realize optimal work productivity by effort of OHS 3. Protection as referred in paragraph ( 1) and paragraph ( 2) by according to act going into effect.

1. FOR THE GOVERNMENT : a. Protection for employee’s right of safety and health in doing their job.

b. To be a national standards as well as international standards in implementation of ohsms c. To improve nation’s life quality and it’s image in the international forum d. To reduce the level of work-related accident and illness to improve national productivity

BENEFITS OF OHSMS IMPLEMENTATION

2. FOR THE COMPANY : a. To know the elements of operation realibility improvement due to safety and health implementation.

b. To provide a clear and detailed description of the status and quality of OHS at workplace c. To improve the knowledge and awareness of the employees on OHS so that it will indirectly improve the company’s productivity d. To improve the company’s image for its competitiveness in a more competitive world due to globalization era.

RECOMMENDATION

: 1. To have a joint operation scheme with developed country which has implemented Occupational Health and Safety properly 2. Emphasizing that government function in issuing regulation is an essential factor to implement Occupational Health and Safety successfully 3. Improving the implementation of Occupational Health and Safety by socializing it has to be done immediately to anticipate the globalization era 4. We should inform the government through the Ministry of Manpower and Transmigration to propose to ILO or international institution about the idea to having an International Regulation of OHSMS 5. We should socialization at construction company in order to more amount implementation OHS
