Angeles County Sheriff’s Department

OIS Investigation Process
• The PPD Policy Manual sets forth policies and
procedures regarding the Use of Force and
Officer Involved Shooting (OIS) investigations
> Based on best practices and current case law
• Consideration to use an outside agency for PPD
OIS investigations is based primarily on two
factors:
> Provides for an additional level of independent
investigation
> Due to potential staffing issues impacting the Detective
Section

OIS Investigation Process
• Los Angeles Sheriff’s Department provides OIS
investigative services to approximately 35
independent police departments
• LASD OIS Team is experienced and has access
to advanced investigative technologies, a robust
forensic unit, and a nationally recognized crime
lab
• Since 1984 Pasadena PD has used LASD to
investigate 8 OIS incidents

OIS Investigation Process
• Based on the aforementioned considerations,
future criminal investigations involving Pasadena
police officers involved in shootings, culminating
in injury or death, would best be handled by Los
Angeles County Sheriff’s Department
• Los Angeles Police Department was also
considered, but not available to independent cities

OIS Investigation Process
• LASD criminal investigation is in addition to those
conducted by:
> Los Angeles County District Attorney's Office
> US Department of Justice (FBI)
> Pasadena Police Department Administrative review,
which considers all aspects of a shooting, including
officer's actions (prior to, during and after the shooting),
supervision, equipment, training, and tactics
