What is an MPO?
MPO
stands for Metropolitan Planning
Organization
Mandated by the federal government for
urbanized areas with a population greater than
50,000
Tasked with transportation decision-making;
leads the transportation planning process for the
defined metropolitan area
MPO Structure
An MPO is required to
have a decision making
“policy body”
Most are composed of:
A Policy or
Executive
Committee
Technical Advisory
Committee
A Director and Staff
Jonesboro Metropolitan Planning
Organization(MPO)
Comprised of elected officials from Bay, Bono,
Brookland, Jonesboro, and some unincorporated
parts of Craighead County
Currently has three committees:
Transportation Policy Committee
Technical Advisory Committee
Citizen Advisory Committee
Currently has two staff members:

Why do we need transportation
planning?
There are various components
of planning:
Regulations
Funding
Priorities
Public Input
There are various means/modes of
transportation:
Bicycle and Pedestrian
Personal vehicles/Infrastructure
Trucking Industry and Freight
Railroads
Public transit (i.e. JETS/airport)
There are basic requirements in
order to receive federal funding:
Compliance with MAP-21
Comprehensive, Cooperative,
Continuing process
What is transportation planning?
Transportation planning provides the detailed
information and resources for maintaining and improving
transportation system performance (i.e. maintaining
highway structure, building roads, creating lanes, etc.)
An Ongoing Process that involves population and
employment growth forecasts, projected land uses, future
travel demands and traffic forecasting, as well as
revenue planning
MAP-21
The current transportation
authorization legislation is
referred to as MAP-21.
MAP-21 stands for Moving
Ahead for Progress in the 21st
Century.
MAP-21 Planning Factors

Performance based approach to transportation planning and decision making with a
focus on the national goals listed below.
Safety: significant reduction in traffic fatalities and serious injuries
Infrastructure Condition: maintain the highway infrastructure asset system in a state
of good repair
Congestion Reduction: significant reduction in congestion on the National Highway
System (NHS)
System Reliability: improve efficiency of the surface transportation system
Freight Movement & Economic Vitality: improve national freight network, strengthen
rural communities access to national and international trade markets, and support
regional economic development
Environmental Sustainability: enhance system performance while protecting the
natural environment
Reduced Project Delivery Delays-reduce project costs, promote jobs and the
economy, and expedite the movement of people and goods by accelerating project
completion through eliminating delays in the project development and delivery
process, including regulatory burdens and improving agencies’ work practices.

(MTP).
