What is an MPO?
The MPO is a Policy Board that votes on all
federal transportation dollars that flow to the
designated study area.
The Federal Surface Transportation Assistance
Act of 1962 required the formation of an MPO for
any urbanized area with a population greater
than 50,000.

Transportation Plan- LRTP
All major surface transportation projects
requiring federal funding assistance, must be
derived from this plan.
The Long Range Transportation Plan outlines
the transportation projects within the Mobile
MPO study area that need to be completed to
fulfill the projected transportation demands by
the 25 year forecast date.
The projects on the plan are balanced against
projected revenue over the next 25 years. The
plan only includes projects with identified
funding.

To be on 5 year plan (TIP), project has to be derived from
LRTP
Must be voted on by the TCC/CAC and by the MPO, which
requires public comment period
All Federally Funded transportation projects must be included
in TIP- funds are 80/20 (TIP includes all funding categories)
It is up to the Project Sponsor to request the project be
entered into the TIP
Implementation
Implementation timeline (PE, ROW,UT,CN) is determined by
sponsor / ALDOT (funds available). Numerous public
involvement meetings required.

What is CommuteSmart?
CommuteSmart is a program that helps
organize carpools through a FREE
ridematching service. CommuteSmart
helps establish carpools for people
residing or employed in Mobile or Baldwin
County.
Goals for the CommuteSmart
Program
Decrease the number of single occupancy
vehicle trips.
Increase the awareness of other viable
commuting options like carpool services,
transit ridership, and bicycle and
pedestrian options.
Improve regional mobility by offering a
wide range of commute options, including
carpooling.
