1) Finances:
What was the total cost of the CAP project?
How was the CAP project paid for?
With the Indian water settlement in 2004, the Feds forgave the remainder of CAP debt. I didn’t notice any that reduction on my tax bill.
2) Allocations:
CAP allocation is 1.5 million afy
What is the percentage of M & I of the total CAP amount of 1.5 million afy
What are the exact allocations for the three counties: Maricopa, Pinal and Pima?
How much of the allocation is M & I?
I understand its M & I users are on the top of the list. But within the counties, who comes first? Phoenix, Pinal or Pima
3) Priorities in a Shortage:
In case of shortage, Arizona has junior rights to its allocated water.
An article recently appeared in the Colorado Springs Business Journal entitled: Arizona could bear the brunt of river shortage” 1.7
million acre-feet of this allocation has junior standing on the system. What that means is that a shortage in the lower basin allocation
dictates that Arizona is cut back first. California and Nevada will be affected only after Arizona loses its entire 1.7 million acre-feet of
'junior' status water (more than half of the state's total allocation).“
What is the exact line of command in a shortage?
Since Arizona’s total allocation is divided 50/50 between the river towns and the CAP project, in a shortage, what would be the ratio in a
shortage?
What about the1944 U.S. Mexican treaty that gives Mexico rights to 1.5 million acre-feet of the river's flow?
How much Indian water falls into M & I category?
Antham—Del Web/Pulte development uses 1,200 of Ak-Chin CAP water allocation. Does that fall under the standard M&I?
As I understand it, Indian agriculture is near the top of the list—would this include their cotton subsidy crops?
4) Water Quality:
The total dissolved solids in the CAP water at the Tucson terminal: 650 mg/ltr
Steve Rossi, the Phoenix Water Services Department's resource planner, said we are heading for a challenge in getting rid of all the “salt”
from hard water. To preserve the life of appliances that use water, the salt needs to be taken out. question is where to filter it because it
will create train carloads of salt to dump somewhere. In Tucson, the decision has not been made whether to start filtering CAP. Has
this question been raised by the CAP management? Is there a possibility that it could be filtered at the beginning of the CAP pipeline?
