National Center for Emergency Management (NCEM)

Moscow 2013

The National Center for Emergency Management is an integral part of Russia’s emergency prevention and response system

The National Center for Emergency Management ensures:

Reliability in all operating regimes (standby, threat of emergency and emergency response ).Enables interaction between central and regional departments of the national system for emergency prevention

and response.

Monitoring of trans-national water spaces in association with other countries (flow control and data exchange).Monitoring of flow control and flood situations.Monitoring and forecasting of the seismic situation.Creating national data bases for monitoring of water levels and water flow patterns. Prompt and rapid assistance to people and businesses in case of emergency and threatened emergency.Monitoring and countering pollution contamination.Greater accuracy in forecasting of all types of critical and emergency situations (natural disasters, accidents

involving equipment and facilities, disease epidemics, etc.) .

International information cooperation for prevention and response to all types of emergencies.

The new National Center will integrate its innovative and proven information technologies with the existing national system of emergency prevention and response, enabling a full range of challenges to be addressed.

Integration of work by national and regional agencies

1.

Prevention of emergencies and illegal practice in natural resource use and other industries 2. Rapid planning of joint action by regional authorities Rapid exchange of information, modeling and automation of decision-making Monitoring and forecasting of events Protection of people and facilities Monitoring impacts due to business and industry Faster interaction between emergency services Forecasting DIFFERENT SCENARIOS of how critical situations Responding to critical situations and dealing with consequences Organizing cooperation between agents in business and industry Basis for integration of work of regional authorities:

Use of latest technologies by the National Center

Effective communication and data exchange between various agents

Shared monitoring systems

 

Introduction of a universal emergency phone number (analog of 911) Warning the general public of threats (presence of dangerous criminals and suspects, stolen vehicles, etc.) via the Comprehensive System of Information and Warning the Population (KSION)

Using information resources of the national emergency prevention and response system

From emergency forecasting to public warning

 Monitoring key facilities and transportation of hazardous cargoes  Forecasting critical situations and how they can develop  Gathering information about actual or threatened emergencies (by all means of communication)  Automated support for decision-making  Information storage  Analysis of information, verification of its reliability and assessing the scale of emergency situations  Estimating needs and mobilizing personnel and equipment for emergency response  Planning and managing emergency prevention and response  Coordinating actions with other ministries and agencies (including security agencies)  Coordinating actions with international organizations 4

Flexibility of the software solution

From Emergency Management Center to transport control:

 A proven shared platform for the design of software solutions  Ability to extend system functionality, both “in-house” and by creation of inter-agency solutions  Data exchange technologies  Hierarchical organization of in-house work  Ability to interact with external data collection systems  Ability to organize both stationary and mobile work places  The platform allows construction of information security systems and gives the customer freedom in selection of supporting tools 5

3D plans of facilities

Detailed interactive 3D-model of the facility:

• Floor plans • Full information about the facility (wall materials, construction, potential hazards, etc.) • Fire escapes layout • Location of fire hydrants • Location of smoke detectors, detectors of contaminant concentrations, etc.

• Location of potentially hazardous facilities, etc.

Calculating possible consequences of emergency situations:

• Modeling of an emergency situation • Full information about the surrounding territory (buildings, structures, social facilities, people, etc.) • Mathematical model of development of an emergency situation • Calculating the emergency impact area • Calculating personnel and equipment needed to respond to an emergency situation and its consequences • •

Management of personnel and equipment:

• • On-line display of personnel and equipment (including those inside buildings) by means of GLONASS/GPS Combined management by the crisis management headquarters and the Emergency Center Keeping a record of emergency management operations Ability to carry out trainings and exercises 9

Mobile component of the National Center for Emergency Management

The mobile component of the National Center for Emergency Management consists of two off-road vehicles fitted with communication equipment, data processing center, and other equipment. The vehicles serve to:

- provide various means of communication to those involved in emergency response; - provide cellular communication services and access to information for members of the general public in the emergency zone; - carry out remote video surveillance using VSAT; - transmit real-time video images from the emergency location; - record video materials for subsequent analysis; - carry out operational control of personnel and equipment.

Powerful video cameras make it possible to provide coverage without entering the immediate danger zone.

The vehicles can redeploy to a different location within minutes, as required.
