Vocational Education and Training Programme for OIC Member Countries (OIC-VET) Second Meeting of the Monitoring and Advisory Committee (MAC) of the OIC-VET Programme Antalya, 11 – 12 May 2010 Reviw of the Progress in the Implementation of the OIC-VET Programme since the First Meeting of the MAC Statistical, Economic and Social Research and Training Centre for OIC Member Countries (SESRIC) INTRODUCTION The Vocational Education and Training Programme for the OIC Member Countries (OIC-VET Programme), was initiated in early 2007 by SESRIC with a view to establishing a common OIC platform for the area of vocational education and training for the benefits of the OIC Member Countries. The overall goal of the OIC-VET Programme is to improve the quality of vocational education and training (VET) in the public and private sectors with the aim of supporting and enhancing the opportunities for individuals in the Member Countries to develop their knowledge and skills and thus to contribute to the development and competitiveness of the economies. Statistical, Economic and Social Research and Training Centre for OIC Member Countries (SESRIC) OBJECTIVES The exchange of people involved in VET throughout the OIC Member Countries, so as to increase placements in enterprises; Enhance the quality and innovation capacity of Member Countries’ vocational training systems, and to facilitate the transfer of innovative practices among the Member Countries; Improve the quality and to increase the volume of cooperation among training institutions, enterprises, social partners and other relevant bodies throughout OIC Member Countries; Expand the transparency and recognition of qualifications and competencies, including those acquired through formal and informal learning among Member Countries; Support the development of innovative information and communication technology (ICT) based contents, services, pedagogies and practice for lifelong learning. Statistical, Economic and Social Research and Training Centre for OIC Member Countries (SESRIC) BACKGROUND Endorsement of the OIC-VET Programme The Implementation Mechanism of the OIC-VET Programme was proposed to the 24th Session of the COMCEC, and accepted by the Member Countries. The 24th Session of the COMCEC requested SESRIC to start taking the necessary communications with the relevant OIC institutions and Member Countries to setup the implementation structure of the Programme with a view to initiating activities for pilot application under OIC Transnational Exchange Projects (OIC-TEPs). SESRIC; The Executive Organ (EO) of the OIC-VET Programme The 24th Session of the COMCEC also entrusted SESRIC to assume the role of the EO of the OIC-VET Programme and organize the first meeting of the MAC before the 25th Meeting of the Follow-up Committee and requested the IDB to support participation of low-income Member Countries in this Program. Statistical, Economic and Social Research and Training Centre for OIC Member Countries (SESRIC) BACKGROUND (continued) Assignments of the National Focal Points (NFPs) The 24th Session of the COMCEC called upon the Member Countries to identify their NFPs for the OIC-VET Programme and communicate to SESRIC on their contact information. First Meeting of the Monitoring and Advisory Committee (MAC) In line with the Resolution No.1 adopted by the 24th Session of the COMCEC held in Istanbul on 20-24 October 2008. The First Meeting of the Monitoring and Advisory Committee (MAC) of the OIC-VET Programme was convened in Izmir, Turkey on 13 May 2009. Official Launch of the OIC-VET Programme Official Launch of the OIC-VET Programme by H. E. Abdullah Gül, President of the Republic of Turkey and Chairman of the COMCEC, at COMCEC Economic Summit held on 9 November 2010 in Istanbul. Abdullah Gül, President of the Republic of Turkey and Chairman of the COMCEC (9 November 2010 , Istanbul) Emphasising the need to establish strong cooperation and collaboration among member countries for enhancing vocational education and training systems, H.E. Gül, articulated his belief towards the vision of this programme to improve the quality of human capital resources and realise socio-economic development in OIC Member Countries. H.E. Gül further stressed that the Programme requires the support and active participation of member countries in order to generate tangible outcomes and to produce long run impacts. In this regard he called upon the relatively advanced member countries to provide financial assistance for low income countries, and urged Islamic Development Bank to provide technical and financial assistance for the projects prepared under the framework of the Programme. Statistical, Economic and Social Research and Training Centre for OIC Member Countries (SESRIC) COMPLETED WORKS/ACTIVITIES (continued) Communication with National Focal Points (NFPs) The [25th Meeting of the Follow-up] Committee called upon the Member States that have not done so, to designate their National Focal Points (NFPs) for the OIC-VET Programme in order to facilitate the communication between SESRIC and the relevant Member State. The Committee also called upon the Member States to cooperate and collaborate with SESRIC during the preparation period of the initial activities of the Pilot Application Phase scheduled to start in the Fall of 2009. In line with the above decision of the 25th Meeting of the Follow-up Committee of the COMCEC, and following the 25th Session of the COMCEC, SESRIC have undertaken the necessary communications with the OIC Member Countries that have not designated their National Focal Points for the Programme through their respective national authorities. As a result, the number of NFPs has increased to twenty-four as follows: Azerbaijan – Bahrain – Bangladesh – Brunei – Cameroon – Gabon – Indonesia – Iran – Iraq – Jordan – Malaysia – Maldives – Morocco – Qatar – Pakistan – Saudi Arabia – Senegal – Sierra Leone – Syria – Togo – Tunisia – Turkey – United Arab Emirates – Yemen Statistical, Economic and Social Research and Training Centre for OIC Member Countries (SESRIC) COMPLETED WORKS/ACTIVITIES (continued) First Meeting of the Monitoring and Advisory Committee (MAC) of the OIC-VET Programme, 13 May 2009, Izmir, Turkey The 24th Session of COMCEC “Decides that the Monitoring and Advisory Committee (MAC) will comprise SESRIC, IDB, IUT, ICCI and the ICYF-DC as well as the National Focal Points (NFPs) as members, and entrusts SESRIC to assume the role of the Executing OIC Organ (EO) of the OIC-VET Programme and organize the first meeting of the MAC before 25th Meeting of the Follow-up Committee and requests the IDB to support participation of low-income Member Countries in this program.” SESRIC convened the First Meeting of the Monitoring and Advisory Committee of the OIC-VET Programme in Izmir, Republic of Turkey on 13 May 2009 on the sideline of the 25th Meeting of the Follow-up Committee of the COMCEC. Identifying key sectors that require more effort in vocational training. Establishing a strong networking between the Centres of Excellence. Providing continuous training to NFPs during the Pilot Application Phase. Encouraging the participation of all Member Countries in the Programme. Launching the OIC-VET Portal, including the Database of Partners and Database of Trainers. Encouraging the mutual accreditation and recognition of VET diplomas among the Member Countries. Statistical, Economic and Social Research and Training Centre for OIC Member Countries (SESRIC) COMPLETED WORKS/ACTIVITIES (continued) Congress of Vocational and Technical Education in OIC Member Countries, 18-20 June 2009, Istanbul, Turkey With the purpose of introducing the OIC-VET Programme to a broader audience, the Congress was convened by the high-level participation of the Ministers and Deputy Ministers of Education from OIC Member Countries, Director Generals of Technical and Vocational Education and Training (TVET) Institutions, specialised NGOs in the field and academics from various universities. The Final Declaration adopted by the Congress recognised the importance of the OIC-VET Programme and called for the active participation of OIC Member Countries in the Programme. The Congress also recommended the increase in the number and capacity of funds established for vocational and technical education in Member Countries. Statistical, Economic and Social Research and Training Centre for OIC Member Countries (SESRIC) COMPLETED WORKS/ACTIVITIES (continued) Infrastructural Arrangements OIC-VET Portal The 25th Session of COMCEC “Takes note with satisfaction of the progress that has been achieved visà-vis OIC-VET and commends the efforts exerted by SESRIC to launch the OIC-VET Portal as a critical step in the implementation of the Programme” As per the decision of the First Meeting of the Monitoring and Advisory Committee (MAC), SESRIC has developed a Web Portal with the purpose of establishing a common online platform for the NFPs of the OIC-VET Programme to allow them to share their experience on their best practices in the field of VET, and serve as a means to exchange information about relevant training activities, partner institutions or organizations and resource persons. By doing this the OIC-VET Portal will help NFPs of the Member Countries understand the different approaches used in VET. It will also contribute to creating a closer network towards increased collaboration among the NFPs in the Member Countries. The OIC-VET Portal caters to the information needs of both the NFPs and users of the Programme. It includes resources for the NFPs and potential beneficiaries on useful guiding documents. The Database aims at facilitating the process of finding partners in OIC-VET projects by allowing users to search for partners or register to be a partner. The dynamic character of the Database allows users to enter/add/update/delete any details about their organisations. Given the fact that the Programme is unique in its kind to originate many novel activities for Member Countries the module includes a number of training solutions by introducing innovative approaches to the training alongside the traditional ways and means, such as distance learning over the internet. The OIC-VET Training Module includes all aspects of the Programme that a NFP may need before initiating the Programme in the respective country, including the procedures and guidelines to follow in processing the applications submitted for financial assistance. Within the framework of the OIC-VET Programme, SESRIC has recently initiated two capacity building programmes: Ibn Sina Programme for health professionals and OIC Occupational Health and Safety Capacity Building Programme (OHSCaB).
