 3CORE does financing that:    Bridges gaps in private financing; Leverages private investment with sound lending in productive assets; Supports financially-healthy, growing micro and small businesses (less than 20 employees) Glenn County HRA Business Services

3CORE Loan Programs

 http://www.3coreedc.org/  Eligibility  3CORE manages more than 10 different Revolving Loan Funds on behalf of its member communities. Businesses seeking financing must be located within Butte, Glenn or Tehama Counties.

3CORE Loan Programs

 Typical loan is $25,000-$100,000  Generally, loan terms are between 3 and 7 years (loan terms for purchasing land, buildings or businesses can be up to 15 years.)  3CORE interest rates generally range from the Prime Rate to 3 percent above the Prime Rate. Most loan terms are based upon a fixed interest rate 28  Potential small business loan customers must inject, at a minimum, 10 percent of the total project cost. Under some of 3CORE's loan programs, one job must be created for every $20,000 loaned.

 Contact Information:  Arnica MacCarthy, Assistant Planner, at (530) 934-6540  The Agency is responsible for fostering and monitoring the development of Glenn County as well as constructing, operating and maintaining the public infrastructure to support that development. 33  Economic development is a major activity of several divisions and includes the management and development of the Orland

Airport Industrial Park.

 Paved streets, curbs, gutters, storm drainage improvements, street lights, and fire hydrants already exist. Access to utilities including sewer, water, power, and communication facilities. Infrastructure for most of the parcels has already been developed. The industrial park is intended to feature well designed buildings and attractively landscaped areas.

Orland Airport Industrial Park

 The biggest incentives of the industrial park are a streamlined permitting process which requires a site plan review for most uses and the ability to do a sales tax rebate if the new business generates sales tax.  The County also has access to public financing and grant programs that may assist along with Workforce Investment Act (WIA) training and recruiting of the workforce.

Orland Airport Industrial Park

 Currently, there are 9 different parcels that are available for non aeronautical use. The total area of the parcels is approximately 64.37 acres.

 Each parcel is zoned “MP-Industrial Park or MP District” and has a General Plan land use designation of “Business Park”. 36  The County will lease the land for $.01 per square foot per month for up to 25 years with an automated renewal for another 25 years. Glenn County HRA Business Services

Recycling Market Development Zone (RMDZ)

 The RMDZ program combines recycling with economic development to fuel new businesses, expand existing ones, create jobs, and divert waste from landfills.

 This program provides loans, technical assistance, and free product marketing to businesses that use materials from the waste stream to manufacture their products and are located in a zone. The zones cover roughly 71,790 square miles of California from the Oregon border to San Diego.

Glenn County Recycling Market Development Zone (RMDZ)

 Website at http://www.ciwmb.ca.gov/RMDZ/Glenn/  Services such as management and technical assistance, a public financing network, assistance in locating necessary feedstock, project development, and expedited permit processing. Glenn County is free from many fees and taxes that impede development in other areas, such as local utility taxes.

Glenn County Recycling Market Development Zone (RMDZ)

 Targeted materials include paper, glass, plastic, metals, and tires.  The Glenn County RMDZ’s main objective is to attract small businesses that manufacture molded pulp packaging and dry process paper products, high-value pressed or blown glass, mixed plastics, molded or extruded rubber products, and compost.
