8th REReP Task Force meeting September 23, 2005 Brussels, Belgium former Yugoslav Republic of Macedonia Report on reforms in environmental policy and reconstruction Development of legal framework HORIZONTAL LEGISLATION • Law on Environment - entered into force on 1 September 2005 SECTORAL LEGISLATION • Law on Ambient Air Quality • Law on Waste Management • Law on Nature Protection • Law on Physical and Urban Planning • Law for ratification of Cartagena Protocol • Draft Law on Waters- under procedure Development of legal framework ENACTED SUBSIDIARY LEGISLATION Decree on determination of the project which are subject to a mandatory requirement for an Environmental Impact Assessment procedure - Decree on limit values for levels and types of pollution substances in ambient air and alarming thresholds, deadlines for achieving limit values, margins of tolerations, target values and longterm objectives - Decision on determining the products for which export/import/trade fees are paid - Order on restriction of the use of phosphates detergents - - Regulation for content and form of the inspection identification card Development of legal framework SUBSIDIARY LEGISLATION UNDER PROCEDURE - Decree on determination of the activities of new installations or substantial changes on existing installations, for which IPPC permit/or an adjustment permit with adjustment plan is required, as well as on determination of the time schedule in accordance to which the operators shall submit the application for permits and - Rulebooks on determination of the procedure for obtaining IPPC permit/or an adjustment permit with adjustment plan Full transposition of the Directive 96/61/EC of the European Parliament and the Council on Integrated Pollution Prevention and Control;
