REVIEW OF SAFCA INVOICING
PROCEDURES
 Training matrix forms the basis of all training
 Contractor arranges training according to his training plan
 The Provider implements the training and invoices the
contractor
 Contractor signs/gives approval and faxes invoices to:

 SAFCA does a balance check
 If monies are available in the contractors account, the invoice is





settled
If no monies, invoices are kept until enough money is in the
account
CDM has notified contractors were funds were not enough to
make payments
APPEAL – manage deductions with SAPPI adequately
- plan for training
- check on training funds before training is
scheduled and implemented
Providers are complaining about having to wait sometimes 3 or 4
months until enough money is available

BEE CERTIFICATION
 Contractors who are being audited for BEE status can contact
SAFCA regarding the skills development contributions
 BEE companies accept:
1. Ledger in the contractors name
2. Copies of training invoices
3. Proof of payment (if necessary)

SKILLS PLANNING
 Contractors are encouraged to implement their WSPs/training
plans/training matrices
 Contractors are encouraged to maintain good records of all the training
that was implemented
 Records need to include race, gender, disability, occupation, types of
training, levels of training etc
 Contractors to work towards getting their job titles according to the
Organising Framework of Occupations Codes (OFO codes)
IMPORTANT TO NOTE
 FPM SETA discretionary grant application window will open in
September
 Contractors to take not of an opportunity for additional funding in
critical/scare skills areas
 SAFCA will communicate the opening of this window when we are
informed
by FPM SETA

DEVELOPMENT PROGRAMME
 49 learners were identified for preassessment in Numeracy and









Literacy
7 competent learners
8 more learners to go through via Moderated result
All the above learners fall in the KZN Province
All contractors have been advised of the results of the learners
Strategy on implementation is being developed
Geographical areas of learners proving problematic
Additional opportunity for further identification in Mpumalanga
Contractors to take the opportunity to submit names to CDM on
or before the 31 August 2011
