Preparation of CCE Guidelines
Since RTE Act 2009 and the State Rules on this Act came into force in 2010, HRD Department, has
implemented the scheme of CCE. In the same year, Pedagogy Cell of SSA prepared a handbook in the
form of guidebook has now been revised in 2012 academic session and the Revised Edition of this
handbook has already been shared with Ed.Cil for their comments and suggestions.

School Development Plan
The implementation of this Section of RTE Act is under process. The government has constituted a
Committee to identify the Weaker Section and Disadvantage group of society. On the advice of Law
Department, we have written to North-Eastern and other States to share their views on this subject.
On receiving their response, we will frame the guidelines on the implementation of this Section of the
Act.
SSA wing of HRD Department, Government of Sikkim, has prepared a guidebook on how to prepare
School Development Plan. The guidebook has been printed and distributed to all the blocks, Training
Programmes on the concept of School Development Plan have also been conducted in all the Blocks.

In all the State Government run schools, we have constituted SMCs as per the provisions of RTE Act
2009.
HRD Department, Government of Sikkim, launched ‘Shiksha Ka Haq Abhiyan’ on 11th Nov.2011. One
major component of the programme was the formation of 30-Members RTE Awareness volunteers in
each Block in the State. These volunteers have been regularly visiting Schools and conducting
programmes to make aware the teachers, students, SMCs ad public in general about RTE Act 2009.
This is in progress. The department has entrusted this job to an NGO and the NGO is working on it in
collaboration with NEUPA, New Delhi. The report of this exercise will help us to find out the actual
situation in respect of neighbourhood schools.
In order to make an assessment of requirement of primary and upper primary schools and also to
estimate the number of ‘out of school children’ and other related parameters, the HRD Department
has hired the services of Directorate of Economics Statistical Monitoring and Evaluation (DESME).
The Directorate will be submitting the final report.
Assessment Camps have been organized and the CWSN have been identified. We have also made
‘Inclusive Education’ as one of the important components of Teachers ‘Training Programme’. The
primary aim of this programme is to make all the teachers familiar about the new concept of Inclusive
Education.

The Hon’ble Chief Minister alongwith the Cabinet
Minister, MLAs , HODs and Officers of HRDD in
order to sensitize the students, teachers, parents,
SMCs, PRI on RTE interacted directly with them in
three districts. In his interaction he highlighted the
provision of RTE act and the vision behind it. The
teachers were directed to implement provision of
RTE act in letter and spirit.





BRCs are equipped with computers desktop
and peripherals, one each laptop, LCD
projector, LCD screen, dot-matrix and laser
printer, Xerox machines to enable them to
serve as teacher training centres.
