PRESENTATION by The State Mission Authority Sarva Shiksha Abhiyan, Sikkim Status of Elementary Education Sarva Shiksha Abhiyan (SSA) Sikkim Goals and Interventions of SSA Flagship programme, Targets 6-14 yrs, Mission mode Goals: All children in School Bridge Gender and Social Gap Retain in Elementary education Education of satisfactory quality Interventions: Opening of new schools, alternate schooling facility, civil works, academic support, Counseling, Awareness Status of RTE Sl.No. 1 Subject State Rules Status and action taken Notified the State Rules under RTE Act – 2009 in the month of August vide Notification No.06/GEN/ADM/HRDD, dated 9th Aug.2010. 2 Academic Authority State Council of Educational research and training (SCERT) as Academic Authority under section 29 of RTE as per notification no 223/Est-1/HRDD dated:30/09/2010 3 Protection of Child’s Educational Rights (SCPCR). Provisions of RTE Act is being incorporated in the notification of The Commissions for Protection of Child Rights Act-2005- (Gazette Notification: 21 December 2007) 4 Eight year Elementary Education Cycle No Detention. The State has Grade 1 to 5 primary and Grade 6 to 8 upper primary. 6 No Board Examinations till completion of Elementary Education No Child require to pass any board examination till completion of Elementary Education as per Notification bearing No.229/EST-I/HRDD, dated 30/09/2010. 7 No Physical punishment, expulsion Guidelines on private tuition ban. No corporal punishment and expulsion vide as per notification no: 226/Est-1/HRDD dated 30/09/2010. No teacher shall engage in private tuition as per notification no: 225/Est-1/HRDD, dated 30/09/2010. No school or person shall collect any capitation fee or subject to screening during admission process as per notification bears the 227/EST-I/HRDD, dated 30/09/2010. 5 8 9 Screening procedure and capitation fees. Policy is revised for No detention across the entire elementary level vide Notification No. 224/EST-I/HRDD, dated 30/09/2010 as section 16 of RTE Act. Constitution of School Management Committee (SMCs) Shiksha Ka Haq Abhiyan 13 Preparation of CCE Guidelines Since RTE Act 2009 and the State Rules on this Act came into force in 2010, HRD Department, has implemented the scheme of CCE. In the same year, Pedagogy Cell of SSA prepared a handbook in the form of guidebook has now been revised in 2012 academic session and the Revised Edition of this handbook has already been shared with Ed.Cil for their comments and suggestions. 14 Provisions of 25% Seat Reservation in Class I in Private Schools for Weaker Section and Disadvantage group of society. 15 School Development Plan The implementation of this Section of RTE Act is under process. The government has constituted a Committee to identify the Weaker Section and Disadvantage group of society. On the advice of Law Department, we have written to North-Eastern and other States to share their views on this subject. On receiving their response, we will frame the guidelines on the implementation of this Section of the Act. SSA wing of HRD Department, Government of Sikkim, has prepared a guidebook on how to prepare School Development Plan. The guidebook has been printed and distributed to all the blocks, Training Programmes on the concept of School Development Plan have also been conducted in all the Blocks. 16 Neighbourhood School Mapping 17 New Household Survey 18 Inclusive Education for CWSN 11 In all the State Government run schools, we have constituted SMCs as per the provisions of RTE Act 2009. HRD Department, Government of Sikkim, launched ‘Shiksha Ka Haq Abhiyan’ on 11th Nov.2011. One major component of the programme was the formation of 30-Members RTE Awareness volunteers in each Block in the State. These volunteers have been regularly visiting Schools and conducting programmes to make aware the teachers, students, SMCs ad public in general about RTE Act 2009. This is in progress. The department has entrusted this job to an NGO and the NGO is working on it in collaboration with NUEPA, New Delhi. The report of this exercise will help us to find out the actual situation in respect of neighbourhood schools. In order to make an assessment of requirement of primary and upper primary schools and also to estimate the number of ‘out of school children’ and other related parameters, the HRD Department has hired the services of Directorate of Economics Statistical Monitoring and Evaluation (DESME). The Directorate will be submitting the final report. Assessment Camps have been organized and the CWSN have been identified. We have also made ‘Inclusive Education’ as one of the important components of Teachers ‘Training Programme’. The primary aim of this programme is to make all the teachers familiar about the new concept of Inclusive Education. Kasturba Gandhi Balika Vidhyalaya • One KGBV is running in West District with 202 girls’ children • Infrastructure for KGVB will be completed by March 2014. Reintroduction of Pre-Primary Classes in all Govt. Schools • The State Govt. reintroduced pre-primary classes in all the Schools i.e from primary to Sr. Schools for enhancing the learning of children of the age group 5 and 5+ years in 2013. • The pre pry teachers have been appointed. • The activity books of early reading & writing on Maths, English & Language have been developed by the State under early literacy programme in 2013. • State has the programme of testing of developed materials among the children of pre-primary children attached with the school education system. • For testing of materials developed under Early literacy Programme, State has to print and distribute these materials to 20% schools & collection of feedbacks and on the basis of feedbacks training module will be developed • Fund of EARLY LITERACY PROGRAMME under the intervention Innovative Activities [ECCE] Reintroduction of Pre-Primary Classes in all Govt. Schools (contd) • These children have also been covered under MDM scheme. • Uniform & Textbooks are also been provided. • The main aim and objectives of bringing these children from ICDS to School System is to provide them with better infrastructure facilities, sound academic and hygienic atmosphere and also enhancing their skill of reading and writing as to cope up with the learning level of class I. Executive and General Body Meeting • Executive Committee meeting was held on 24th September’13 under the Chairmanship of Chief Secretary, Govt. of Sikkim. The minutes of the meeting were circulated to all Members of the Committee, a copy was sent to MHRD for information. • General Body Meeting of State Mission Authority, SSA Sikkim was held on 30th January’14 under the Chairmanship of the Hon’ble Chief Minister, Govt. of Sikkim. The minutes of the meeting were circulated to all Members of the Committee, and a copy was sent to MHRD for information. Reasons of the requirements are as under: - Natural barriers: new landslide zone emerged after effects of the Earthquake of 2011 - To provide upper primary schooling facility to the primary schools opened under SSA - After waiving out of the ‘Primary School : Upper Primary school ratio’ of 2:1 after enactment of RTE Act in the State and the norms of neighbourhood - Demands of School Management Committee and public Recognition of newly notified blocks as Block resource centres State Government has created and notified two Blocks (Gram Vikas Centres) viz. Tashiding Chongrang and Chumbung for which State has proposed for recognition as Block Resource Centres for SSA so that SSA can tune its developmental activities of the State Government. This will also facilitate the blocks for training of teachers and monitoring activities. Computer aided learning • CAL is one of the major programme for Quality Education • Almost all the computer hard wares provided to schools in the year 2004-05 are either obsolete or non-functional which require replacement. • State’s achievement level of students in Mathematics [As per NAS] at elementary level is far below National average and keeping in view of that, State proposes to supply Mathematics software to enhance Maths learning • Training of teachers to use computer as effective learning aids in the classroom • Development of subject specific software for visual learning in accordance with the syllabus of SCERT in phased wise manner. Requirement of Maintenance & Teacher Grant • Maintenance & Teachers Grant Fund are only revolving fund for schools at elementary level as the elementary schools are not allowed to collect capitation fees as per RTE Act 2009. • State has proposed Maintenance & Teacher Grant for 1200 schools & 7675 teachers respectively as per prescribed unit cost.
