• Originally composed of primary national societies
• Voted in 2004 to add subspecialty and other
societies related to ophthalmology
• IFOS General Assembly every two years
• Its executive arm, the International Council of
Ophthalmology (ICO), meets once a year

The ICO/IFOS is dedicated to preserving and
restoring vision for all people worldwide and to
serving the current and future needs of
ophthalmologists and the public.
Primary Focus: Elevating the level of eye care
worldwide with special emphasis in developing
countries.

conferences in 1999 - 2001
• In 2001, published Vision for the Future:
International Ophthalmology Strategic
Plan to Preserve and Restore Vision
• Defines how international ophthalmology will contribute to
preservation of vision worldwide
• ICO coordinating implementation
• Led to redefinition of ICO mission and primary
commitments and many new programs and initiatives

Ophthalmologists
• ICO Basic Science Assessment and Clinical
Sciences Assessment offered each year
throughout the world
• Purpose: Help ophthalmologists evaluate and
demonstrate their knowledge in basic and clinical
sciences
• Broadly accepted and used by national
organizations and residency programs

ICO International Assessments for
Ophthalmologists
• In 2006, about 1540 candidates enrolled for
Assessments at 92 test centers in 61 countries
• More than 12,000 candidates since 1995
• Assessments offered early in April each year,
on April 12 in 2007
• Deadline to apply is January 31 each year

IFOS/ICO International Fellowship
• Established in 2001, IFOS/ICO Fellowships
generally last three months.
• Purpose: help young ophthalmologists,
especially from developing nations,
improve practical skills
• Fellows expected to bring knowledge and
skills back to their country

• 198 IFOS/ICO Fellowships awarded since
2001
• Available from more than 60 ophthalmology
departments and institutions in 27

• Purpose: define appropriate eye care,
recognizing differing cultures and
capabilities
• Recognizes that “appropriate eye care” is
resource dependent and based on local
culture, economic environment and health

Pilot Project in Sub-Saharan Africa
• Programs to enhance residency training in Nigeria are
being implemented following ICO visit in 2004.
• ICO and ICOFoundation purchased computers and
software for broadband Internet connections for six
resource centers
• Foundation of AAO sent 19 sets of the Academy’s Basic
and Clinical Science Course
• Developing model high volume/high quality cataract
program based on Aravind prototype.

Preventable Blindness
• ICO Research Committee created a Research
Agenda, which has been adopted by WHO.
• The Agenda defines opportunities for
operational and epidemiologic studies (not
clinical research) on seven ocular conditions
that cause the greatest vision disability in the
largest number of individuals around the world.
