OBJECTIVES
i.
To enhance confidence and mutual understanding among
ARF participants in the context of multinational disaster
relief operation in the region.
ii.
To conduct and apply life-saving methodologies in term of
search and rescue.
iii. To orchestrate activities and involvement of various
multinational SAR teams to improve their efficiency and
effectiveness.

OBJECTIVES
iv. To encourage all humanitarian entities to be part of an
organized coordination system in order to increase actual
disaster response capabilities for future missions.
v.
To improve civilian-led military-supported disaster response
operations and coordination at operational and tactical
levels.
vi. To enhance effectiveness and efficiency of coordination
mechanism among internal and external bodies

SAR
EXERCISE METHODOLOGY
 Exercise Control will oversee the entire FTX exercise
 AHA Centre/OSOCC will be set up for the exercise in
cooperation with UNOCHA/ASEAN Secretariat.
 The participants will be divided into several groups
 Each group will consists of IEC and non-IEC SAR team
 Each group will select group leader as a group
representative to lead throughout the exercise

MNCC Operation
• Assets : Non-ASEAN Military assets
• Role : To plan, coordinate and deploy Military assets
based on requirement by EOC
• Composition : Liaison Officer(s) of Participating Nations.
The Principle is to send each service officer if each
service participate, but if the member have the
limitation of personnel, they may send a representative.
• Procedure of Operation: Receive mission briefing from
each FTX team and Coordinate with OSOCC.
Cooperate with CMOC Consolidator and receive
change situation from him.

• Transportation will be provided according to
Scheduled FTX Timetable (In/Outbound)
• Shuttle services will be provided between
Hotel/EOC/FTX areas for official events at
designated time

Communication
• Each Team will be provided on
loan basis a GIRN (Government
Integrated
Radio
Network)
handheld radio set to be used
throughout the exercise.
• The handheld need to be
returned to the EOC upon
completion of the exercise.

Security Plan
• For medical evacuation and emergency,
call 999 or alternatively using GIRN
handheld radio set to contact EOC
• For minor illness, visit Field Hospital
• Logistic Centre will be set near the EOC
