Water pricing implementation
• pricing schemes in Europe often fail to combine
the objectives of efficiency (marginal social cost
pricing), fairness (polluter/user pays principle,
removal of harmful subsidies) and do not allow a
sustainable degree of cost recovery for the
financing of the measures
• (differences in agriculture, households and
industry)
• Lack of fulfilled preconditions to incentive pricing:
metering, limitation of illegal abstraction
• Lack of transparency
