• Why not look at the multiple indices that are
available?
– May not be telecom connectivity alone, but is that what
we are really interested in?
– If not, focusing on the Indices, at least look at the hard
connectivity data that feeds into the indices?
– Can use deciles to reduce the unjustified errors introduced
by rankings
