• In February, 2009, Jack announced the
suspension of all non-mandated on-site CPM
visits for at least one year
• He called for a “top-to-bottom” review of our
compliance monitoring system in order to
redesign the system to “focus the greatest
attention on those schools that need the most
assistance”
• The SBE increased its focus on resolving noncompliant items
• CPM reviews resumed January 2010
– Limited Scope
– Pilot of risk-based LEA selection criteria
– California Accountability & Improvement System (CAIS)

• Focus the greatest attention on schools that
need the most assistance
• Increase the use of technology to widen CDE’s
statewide monitoring efforts through a
combination of on-site and on-line reviews
• Focus monitoring efforts on student achievement
results
• Mitigate findings (e.g. not utilizing a risk-based
method for LEA selection; insufficient focus on
fiscal issues; subrecipient monitoring) from
audits & reviews of the CDE by the BSA and ED

• Four independent variables: three risk-based and
one random sample
• Of the LEAs selected each year for an on-site or
online review, 90% will be selected if they fall
under any of the following three independent risk
variables; 10% will be selected via a random
selection process
• Tentative Risk Variables:
– 1. Academic: Top Cycle A LEAs with

of on-site CPM review:
– CDE team lead will contact LEA’s CPM
coordinator to facilitate scheduling and
other matters in preparation for the review
– LEA will submit an “LEA General
Information Form” to help the CDE team
lead and LEA coordinator make decisions
regarding scheduling and other matters
– LEAs will receive CAIS training
