What is the California
Modified Assessment (CMA)?

– An assessment of California
content standards based on
modified achievement standards
– Developed to comply with No Child
Left Behind (NCLB) requirements
– Administered in 2008 to students
with disabilities (SWD)
• ELA and math in grades 3-5
• Science in grade 5

CMA Participation Criteria

– For SWD who have an Individualized
Education Program (IEP) and meet
State Board of Education-approved
participation criteria
• Scored below basic or far below basic
on the CST ELA and/or math either with
or without modifications
– Criteria are available at
http://www.cde.ca.gov/ta/tg/sr/cmastar.asp

Impact on the Academic
Performance Index (API)

 In 2007, all SWD took either the CST or
CAPA.
– All results would typically be included in the
2007 Base API.
 In 2008, all SWD will take the CST,
CMA, or CAPA.
– CMA results will not be included in the 2008
Growth API because performance levels
will not be set until after the August 2008

release of the API.
Impact on the API

 If all SWD test records were included in
the 2007 Base API, more SWD would be
reflected in the 2007 Base API than in the
2008 Growth API.
 As a result, the CDE will adjust the 2007
Base API by removing records to improve
the comparability between the 2007 Base
API and the 2008 Growth API.

the 2006 Base API reports with
one exception:
– Footnote will indicate how many
records were removed from the 2007
Base API because of the API
adjustment procedure

 Amendment to the Accountability
Workbook (pending approval)
– Count 2008 CMA test takers as
participants AND
– Apply the 20% credit to any school or
LEA that missed AYP solely because
the SWD subgroup missed the
percent proficient target
