Strategic Housing Land
Availability Assessments
Practice Guidance July 2007

Para 10 - There are advantages in
undertaking land availability assessments,
particularly for housing, employment, retail
and other built uses, in parallel so that land
availability and suitability can be
considered across the whole range of land
requirements. However, individual
assessments may need to be carried out
whenever necessary, to ensure planning is
sufficiently responsive to market information.
Consultation Paper on a new PPS
4: Planning for Sustainable
Economic Development

Wide evidence base to understand both
existing business needs and likely changes in
the market
 –– Thoroughly assess the existing supply of
land available for economic development
through an employment land review. Where
possible, land use reviews, such as housing
and employment, should be undertaken at
the same time to ensure a full assessment
of competing land uses is made...

(3) – Annual monitoring







The SHLAA will be updated annually as part
of the AMR.
Primarily through importing latest HLS /
LUPIN data
Plus additional manual changes:
progress in removing constraints
unforeseen events (site is no longer
deliverable or developable)
where relevant, check windfall allowance is
coming forward as expected
Fundamental refresh if major variance

1.
When determining how comprehensive (in terms of
the geographic coverage) and intensive (in terms of
the minimum size of site to be surveyed) the survey
element of the assessment needs to include the
following factors:
•
The nature of the housing challenge
The nature of the area
The nature of land supply
The resources available to the
partnership
•
•
•
Decision to undertake a
Medway SLAA

The Council wants to achieve genuinely
sustainable communities that are
characterised by a choice of housing, access
to employment opportunities and services,
high quality environment and quality of life.
The Council believes that this is only
achievable if the full range of land
requirements are considered.
 Approach supported by MRP board
 Fulfils SHLAA and Stage 3 of ELR

Basic approach to SLAA
A) Identify long-list of potential
sites having regard to SHLAA
figure 4
Reconsider
assumptions e.g.
Site density
Threshold for
including sites
Policy site exclusions
Identify additional
sites / potential
If
insufficient
sites
identified
B) Undertake an initial
rudimentary assessment of
these sites against stages
4 to 7d in the SHLAA
guidance
C) Undertake Stage 8
review of the assessment
If broadly sufficient sites
identified, refine assessment

SLAA – Next steps

Fundamental to Core Strategy production
esp. as strategic allocations allowed in new
PPS12
 Linking to partnership (existing?) and LDF
consultation stages – informal?
 Land for development with potential for…
 Developing detailed project plan to allow
continuity with staff changes
