occupational medicine department, authorized by the Ministry of Health, Labor safety and
health Board;

Work safety on the roof
The present work contains basic aspects regarding working under safety
conditions on the roof, because this activity is dangerous and necessitates
enhanced safety measures during the entire period of executing this type of
work.
The execution of work on the roof must be prepared and thoroughly analyzed,
as the assessment of all risk factors associated to this type of work is
necessary.
All necessary equipment must be assured, prevention measures and adequate
working systems must be developed, and appropriate training must be
brought to the workers along with clear and concise dispositions. All activity
developed on the roof, including short term work, must be carefully planed, to
reduce to the minimum the risk for the workers.
The workers involved in working on the roof must have knowledge,
qualification and appropriate experience, must be trained to know the risks, to
understand the adequate working systems, to develop the competence and
the skills required by the execution of this type of work, such as execution of
mobile access platforms, the use of stop-systems for high falls (safety belts
with specific components), assembling of banister and protection parapets.

1. Leaned roofs
Persons can fall from leaned roofs:
From eaves;
Slipping from the roof, then over the eaves;
Through the roof, towards the interior;
By the front walls;
Aligning stairs on the roof or another similar
equipment, is necessary, as the stepping over the
tile or asbestos cement plate can not be made
under safety conditions.
It is forbidden to wear overalls, shorts, clothing with
open laps and large sleeves at the working place,
where it is possible to catch these on scaffoldings
or different construction elements.

2. Flat roofs (terraces)
Work on flat roofs, involves high risks. Persons can fall:
From the edge of a roof, which has been executed;
From the edge of a section in work;
Through openings, joints, or fragile roof illuminators;
Before starting isolation works for roofs and terraces,
the closure off all existing cavities will be verified.
Every technological cavity will be enclosed and covered
with safety nets. The access of persons who are not
involved in the work, is forbidden around the working
points, on a range of 2m. The zone will be marked with
warning pointers. The materials necessary to the work
will be stored on the terrace only in the quantity
necessary to one shift.

3. Fragile roofs
Fragile materials are those materials which can not resist
to the weight of a worker and its afferent loadings.
Asbestos cement, glass fiber, and generally plastic
materials can become fragile with time, while iron plates
can corrode. The roofs can have fragile zones which can
not be identified, or can be temporary fragile, especially
during construction work.
A fragile roof does not represent a safe working place,
therefore access to this place without taking appropriate
prevention measures, should be forbidden.

A good planning can reduce significantly the risks
associated to activities of industrial roof erection. In
this sense the basic elements are:

The use of loading platforms;
Assurance of the construction elements,

4. Old roofs
This type of activity contains maintenance, cleaning, as well as
renovation, uncover and disassemble. This type of activity can not
be unfold without the assessment of the risk factors, prevention
measures and appropriate supervision, considering that this
activities involve unqualified persons, such as cleaning personnel,
watch and administration personnel. The planning of the activities
on old roofs, necessitates a rigorous planning, as it is necessary:
To identify the fragile parts of the roof;
To identify prevention measures;
To verify the construction structure in all the cases;
To assess the risk factors;
To consult employees regarding health and safety measures
during work, as well as the applied technology;
To develop a safe system at demolition and disassemble of the
roofs and the component materials;
