1. LEA extends an invitation to a meeting to:
● describe ESEA programs and allowable
activities
● explain roles of public and private school
officials
● address specific needs, and
● provide opportunities to ask questions
and offer suggestions.
2. An LEA sending a letter/email explaining
the federal programs is NOT adequate
consultation.
3. An LEA sending a letter/email describing
services the LEA intends to provide without
prior consultation is NOT adequate
consultation.
LEAs are required to consult on:
● how the children’s needs will be identified
● what services will be offered
● how, where, and by whom the services will
be provided
● how the services will be assessed and the
results will be used to improve services
● the size and scope of the equitable services
AND the amount of funds available for those
services
● how and when the LEA will make decisions
about delivery of services INCLUDING
consideration and analysis of the views of
private school officials on potential use of
third party providers (Amy’s letter).
