DTT regulatory
framework development
• Some History:
2000 AGCOM White Book on DTT
2001 Law 66 (first introduction of DTT in Italy)
- frequency trading
- prevision of different licensing titles according to the operator business model
- points out the necessity of a DTT frequency plan
- definition of the DTT S/O date (2006)
2001 AGCOM Decision 435/01
- sets the regulatory framework towards DTT start-up phase
- implementation of the previsions of Law 66 regarding different titles and
conditions for: Network Ops, Service providers and Content Providers
- definition of the rules for PBS DTT roll-out

DTT regulatory framework
DTT authorization titles are in line with the digital value chain:
Network Operator: manages the DVB-T transmission network and its
associated facilities
Content Provider: editor of the TV program (or content creator)
Service Provider: Management of the pay-TV bouquet, (aggregator
packager) billing and customer management

• Migration process to DTT in Italy:
Co-existence of terrestrial analogue and digital TV networks since end 2003
Existing major national analogue operators have implemented their own DTT Networks by
exploiting frequency trading:
As a consequence, a AGCOM adopted a two-step strategy:
“open” digital Mux to third parties (content providers, Ops with coverage deficit, etc.)
“transition” from the existing analogue TV system
- AGCOM has issued a Call for tender relative to 40% of the transmission capacity of 5 National
Mux
- AGCOM is going to assign about 12/14 capacity slots (DTT programs) to third parties winners of
the contest
- Based
on SFN Networks to exploit as much as possible the frequency spectrum
- First switch-off is Sardinia (31 October 2008)

AGCOM regulatory activities:
opening digital mux
• AGCOM ongoing activities related to the
enhancement of the DTT regulatory
framework:
Definition of the Call for Tender for the release of
40% of transmission capacity of DTT Networks to
“new” content providers
Contest completed and about new 12/15 TV “new”
programmes will be soon assigned by AGCOM to 5
existing Mux under such procedure

Managing analogue switch-over:

DTT switch-over acceleration due to the new DTT switch-over plan

Final S/O: 2012 (to be completed with the two remaining regions: Sicily
and Calabria)

Definition of a gradual switch-over based on 16 geographical areas

Transition Plan based on:
•
Calendar definition (next slide) sets up the path towards DTT switchover
- optimization of infrastructure compatibility
- guarantee continuity among neighbouring areas
- equilibrated repartition among North, South and Centre of Italy in the S/O sequence
- homogeneous repartition of S/O sequence with reference to socially or economically needy
families
- reduction of annoyances/discomforts for citizens during the DTT switch-over

Sardinia switch-off
Sardinia switch-off:
• Sardinia final switch-off is set on 31/October and
hence Sardinia will be the first Italian region where
analogue broadcasting will be completely turned off
• AGCOM has defined the frequency assignment plan
(Delibera n. 53/08/CONS) for the Sardinia region:
- definition of the criteria to assign frequencies
- list of frequencies to be utilized in the Sardinia region
- list of the sites to be utilized for DTT
- frequency/Mux assignment typology
- coverage for each DTT Mux

DTT switch-over: Sardinia
• Sardinia DTT Mux subdivision:
National Mux: 21 (all SFN with the exception of the
PBS 4-MFN Mux)
Regional Mux: about 10 (all SFN, with coverage at
most equal to 80% of the Sardinia population)
Local Mux: about 8 (with local coverage and reduced
number of transmitters)

Sardinia switch-off
Sardinia switch-over process will last from 15/10 to
31/10 to allow broadcaster to implement the
conversion (A/D) for each infrastructure:
• A detailed calendar has been defined:
- subdivision of the Sardinia Region in 4 sub-areas where the
S/O shall last from a minimum of 2 days up to a maximum of 5
days
- date of analogue S/O for each local jurisdiction in the local
sub-area
- definition of the technical data associated to infrastructure
conversion (A/D)
• Definition of an intervention program to aid Sardinia citizens
during the switch-over (dissemination of information, financial
aid, collaboration with local institutions, etc.)

Mobile Tv regulatory framework
• Mobile Television (MTV):
MTV Public consultation carried by AGCOM in 2005
AGCOM Decision n. 266/06/CONS (16 may 2006)
Decision principles:
- Technological Neutrality (with regards to standard to be
adopted)
- Same basic principles apply which regulate DTT, SAT and
IPTV
- Authorization titles based on MTV value chain
- MTV frequency range: UHF band

Mobile TV regulatory framework
• AGCOM Decision n. 266/06/CONS:
Authorization to provide MTV content
o Underlying principle: the same rules defined to DTT content
providers apply to MTV content providers
The same constraints in terms of:
- copyright,
- pluralism
- competition rules
Operators already on SAT and IPTV present a simple
declaration to become MTV operators
o Service providers need an authorization to start commercial
services

• AGCOM Decision n. 266/06/CONS:
Digital TV Network operator license allows
broadcasting services towards mobile terminals
In the start-up phase each network operator can
operate at most 1 frequency block in the UHF
spectrum for MTV services
The some constraints as DTT apply to digital TV
Network operator licensees (e.m. limits, infrastructure
sharing, etc.)

Conclusion:
A 9-C strategy for managing switch-off
• Clear definition of national strategy
• Clear identification of responsibilities among institutional players and
with industry
• Clarity in regulation promoting competition and cultural diversity
• Clarity in co-existence rules of digital and analog broadcasting
• Clarify that access to multiplex is guaranteed in fair and equitable
terms to conent providers
• Clarity in the calendar of firm (but credible) dates for the regional
switch-off
• Clear radio-frequency spectrum policy promoting innovative technical
solution
• Clear information and assistance to end-users on the whole process
• Clarity in the subsidy policy to lower income families for the adoption
of digital technology
