GRANT REGULATIONS
• The SETA Grant Regulations (R990 of 3 December 2012) intend to
improve the quantity and quality of information received by SETAs (WSP,
ATR, PIVOTAL Planning, Training Reports)
• It also intends to promote PIVOTAL Programmes that address priority
scarce and critical skills needs, identified in Sector Skills Plans (SSP),
•
Furthermore, the regulations seek to create a framework within which
expanded use is made of public education and training providers for the
provision of skills development Programmes.

• Provide for SETAs to contribute to the work of the QCTO
• Discourage accumulation of surpluses and the carry-over of unspent funds
• Promote NQF registration and quality assure PIVOTAL programmes to
address scarce and critical skills needs

SETAs

GRANT FUNDING POLICY
• The Grant Funding policy is aligned with the provisions of the Grant
Regulations published under the Skills Development Act in Government
Gazette No 27801, dated 18 July 2005, as amended in Government
Gazette No 29584, dated 2 February 2007, and Government Gazette, no.
9867, Vol. 570, 3 December 2012, no. 35940.
• For support of the National Skills Development (NSD) imperatives and
National priorities.
GRANT FUNDING POLICY (Cont.)
• Purpose of Grant Funding policy
o The allocation of discretionary grants to achieve the goals and objectives of the
FoodBev SETA as stipulated in the Scarce Skills Plan (SSP) and Annual Performance
Plan (APP).
o To support national and sectoral policies and initiatives that fall / operate within the
FoodBev SETA Scope.
o Describes the templates, format and process for accessing mandatory and
discretionary grants.
o To set out timeframes for processing of applications, communication of decisions, and
payment schedules.
DISCRETIONARY GRANT TIME FRAMES
• The Funding window has been opened from the 9th February to the 13th March 2015.
• Stakeholders are to submit Discretionary Grant Applications and PIVOTAL Plans
• FoodBev SETA may at its own discretion extend the funding window period based on the
availability of funds.
• FoodBev will invite the stakeholders to submit Discretionary Grant applications.
• Upon receipt of applications, an Evaluation Committee shall compile a summary of
recommendations for approval by the Board/Accounting Authority.
• The outcome will be communicated to the applicant after Board approval.

SETA Grant Regulations.

SKILLS AUDIT
•
Skills audits are usually done to determine training needs in order for an organisation to
improve its skills and knowledge.
•
The main purpose for conducting a skills audit in an organisation is to identify the skills and
knowledge that an organisation requires, and to determine the current skills and knowledge of
that organisation.
•
The outcome of the skills audit process is to conduct a skills gap analysis. This information will
enable the organisation to improve by providing the appropriate training and development to
individuals to cater for the identified skill gaps.
•
An audit could assist to determine changes and improvements needed that could be addressed
by training interventions.
SKILLS AUDIT (Cont.)
• Skills Audit process:
o Determine the education and skills levels of all employees
(performance appraisals and/or staff interviews);
o Compare the results to the required skills necessary to achieve the
organisation’s goals and priorities;
o Plan and implement training interventions to address any gaps or skills
shortages that are identified. Plans may focus on closing skills gaps or
training for growth - use your business goals and priorities may be
used as a guide.
MANDATORY GRANTS APPLICATION
• The Workplace Skills Plan (WSP) describes the main skills development
activities that are planned for the upcoming year and must reflect all
planned training:
• The Annual Training Report (ATR) is a follow-up on the WSP, as it
reports on the education and training interventions that were delivered
during the previous year. The ATR must reflect all training conducted.
HOW TO SUBMIT APPLICATIONS
• All Skills Development Facilitators (SDFs) must be registered
on the Management Information System to enable
completions.
•
Ensure that the Authorisation Page has all the required
signatures before uploading.
• Submit all the supporting documents.
• Only on-line submissions will be accepted.
MANDATORY GRANTS CRITERIA
• The Employer must pay levies to SARS and be registered with FoodBev
SETA (SETA 9).
• Submission of Mandatory Grant Applications due date is the 30 April
2015.
• Mandatory Grant Application must be submitted on-line in the format
prescribed by DHET and amended by FoodBev SETA.
• Has submitted WSP and ATR that contributes to the FoodBev SETA SSP.
• The WSP/ATR must include the OFO codes version 2013.
• At least 50% of planned training interventions implemented must be
reflected in the ATR.
MANDATORY GRANTS CRITERIA (Cont)
• The following supporting documentation must be submitted with the
Mandatory grant application:
– Original cancelled cheque or Letter from the bank confirming banking
details (not older than 3 months),
– The latest minutes of the training committee,
– Authorisation and Stakeholder support declaration with all of the
required signatures.
• In case, where the organisation name changed, the SDF must ensure that
Change of Name certificate (or certificates) and cheque or bank letter is
submitted to FoodBev SETA
COMPLETING MANDATORY GRANTS REPORTS
• The WSP/ATR must be duly authorised and signed off by:
– Firms employing 50 or more employees:
– The Internal Training Committee / Skills Development Committee
including recognized labour representative
– The Owner / Chief Executive or HR Director
– Firms employing less than 50 employees:
– CFO/HR is to sign off to confirm that all information submitted on
WSP/ATR is correct.
COMPLETING MANDATORY GRANTS REPORTS (cont.)
• Linking of Organisations
– Organisation with more than one SDL number can submit the
consolidated Mandatory Grant Application to report all the organisations
rather than submit the application for each organisation.
– The SDF needs to ensure that all organisations are identified and linked
to the main (mother) organisation.
– Skills development levy contributions can still be contributed to each
L- number and once the mother organisation is approved, Mandatory
Grants will be paid to all L- numbers that have contributed.
– SDF must indicate which banking details to be used to pay out to the
linked companies by submitting the bank letter.
MANDATORY GRANTS: UNCLAIMED GRANTS
• If the employer does not claim mandatory grants before the closing date
as per above, the employer will forfeit the mandatory Grants will be
forfeited.
• Mandatory grants will be forfeited by employers who fail to meet the
prescribed criteria outlined in this document.
• Mandatory grants not claimed within the stipulated time frame will be
transferred to the Discretionary grants on or before 15 August 2015.

ALLOCATION OF DISCRETIONARY GRANTS:
• The Seta may determine and allocate Discretionary Grant in support of the
following:
– PIVOTAL – 80% of Discretionary Fund
– NON PIVOTAL - 20% Discretionary Funding of programmes other than
PIVOTAL programmes to develop the sector in accordance with the priorities
outlined in the SSP
• Definition of PIVOTAL
• The NSDS III defines PIVOTAL Programmes as professional, internship,
vocational, technical and academic (PIVOTAL) programmes which provide a
full, occupationally-directed qualification.
PIVOTAL PROGRAMMES
• FoodBev SETA has identified the following grants as PIVOTAL programmes:
• Skills Programmes
• Internships
• Bursaries
• Learnership
• ABET level 4
• Artisan
• A key focus for PIVOTAL Programmes must be to address scarce and critical
skills through programmes that are designed to address such skills needs, and
which include work integrated learning.(list of Qualifications/Learnerships
registered by FoodBev SETA available on the website )
PIVOTAL PROGRAMMES (Cont.)
• Submission of a PIVOTAL Plan and Pivotal Report forms part of the
mandatory grant submission requirements but does not constitute
automatic approval of the discretionary grants under PIVOTAL
programmes.
• The PIVOTAL Plan will however be considered in the awarding of
discretionary grants.
QUALIFYING CRITERIA
• Employer Requirements
– The employer must be registered with Foodbev SETA.
– The employer must be up to date with levy contributions unless
exempted from paying levies (proof of exemption must be
submitted).
– The employer must have qualified for mandatory grants (Workplace
Skills Plan grant).
– Applications for grants in support of scarce skills identified in the
sector will be given preference.
– Employers hosting learners on learning programmes must comply
with the following equity targets: 85% black, 54% women, 4%
disabled.
QUALIFYING CRITERIA (cont.)
• Employer Requirements
– The application for grants must be submitted on the prescribed
application form available on the website. (Refer to MIS training)
– Applications must be for learners recruited and contracted within a
financial year.
– The employer must have demonstrated a successful track record in
training delivery or FoodBev SETA funded projects, or be willing to
undergo an evaluation of company “readiness” for implementation of
learning programmes where applicable.
– The participating employer must agree to an audit by FoodBev SETA,
DHET and Auditor General.
QUALIFYING CRITERIA (cont)
• Training Requirements
– The provider contracted to deliver the training must be accredited
by the relevant SETA, Umalusi or CHE to deliver the applicable
qualification.
– Proof of provider accreditation must be submitted with application
for grant funding.
– All applications must include a detailed implementation plan
specifying the following: Learning programme description, date for
training scheduled, each unit standard, and dates for assessments
(only for credit bearing learning programmes).
