SSSP Background
 The Student Success Act of 2012, signed by Governor Brown on
September 27, 2012, established the Student Success and
Support Program (SSSP). The SSSP replaces the former
Matriculation program.
 Key recommendations require students to complete core
matriculation services: Declare a course of study early and
complete orientation, assessment, counseling/advising,
educational planning and participate in follow-up services.
 The Act provides categorical funding to complete these tasks and
establishes enrollment priorities for different groups of students
and ties academic standing to the BOGFW program

SEP Background: Key dates
 2003 — Chancellor's Office provides guidelines to colleges to begin
development and submission of student equity plans.
 2005 — Chancellor's Office requires colleges to update existing or
submit initial Student Equity Plans.
 2008 to 2013 economic downturn results in state budget cuts
including suspension of many regulatory requirements. Few
student equity plans are submitted to the Chancellor’s Office.
 2011— Student Success Task Force is established by Chancellor
Jack Scott to address student success and equity issues.
 2012— Student Success Act of 2012 (SB1456) becomes law and
requires colleges to submit student success and student equity
plans (but now funds them)
 2013—Student Equity Workgroup develops an SE Plan template

SSSP + SEP Steering Committee
 The Steering Committee consists of the Chairs of the SSSP and
SEP workgroups, the Vice President of Student Affairs and the
Dean of Institutional Planning and Effectiveness.
 The group formed in late Spring 2014 to provide oversight over
the development of the SSSP and SEP. The group meets weekly.
 The group also developed the Timeline for SSSP-SEP-BSI Plan
Completion. The timeline has been shared in numerous
committee and governance council meetings.
 The Steering Committee supports the development and
implementation of the plans and helps to leverage resources to
insure completion by the required deadline.

The Committee met every Thursday over the summer to develop the first plan draft by August
15, 2014

SSSP Committee
The SSSP Plan focuses on the College’s approach to serve incoming students in the following
core areas:

Orientation
Assessment testing
Counseling- the development of a student educational plan (SEP)
Follow up services for at-risk population students
The plan also focuses on the integration of institutional research and technology in identifying
and addressing the needs of students on campus.
The Chancellor’s Office requested these elements as a part of the plan to ensure there was
institutional integration focused on the needs of the students.

The final section of the SSSP plan focuses on the College’s policies pertaining to:

Plan for professional development
Coordination with Student Equity and other planning efforts
Coordination in Multi-College Districts
The Hartnell College SSSP plan developed this summer outlines how we deliver services in the
core areas including how we plan on enhancing these services e.g. utilization of the new
interactive online student orientation required for all incoming students.
Furthermore, the SSSP plan outlines the work among instructional faculty, counselors, and
administrators to develop and implement programs focused on enhancing student success e.g.
the “Early Support Program”

In conclusion, the SSSP plan outlines how the college will:
• Increase collaboration with high schools, adult schools, one-stop career centers, and other
community based organizations
• Increase the use of technology to ensure efficiency in serving students focused on college
preparation and educational planning
• Ensure professional development for faculty, staff, and administrators directly linked with
the delivery of SSSP services
• Through the use of research identify areas of greatest need focused on increasing
institutional student success
• Continue to engage in institutional dialogue and planning to develop programs and services
focused on increasing educational success
