Preamble
• This is an AU organized
– Part of strategies for raising momentum of CAADP
• It is not a G8/New Alliance Meeting
– Multiple-donors
– The participants are a mix of countries
• It is an effort to ensure the NAIP (PEDSA) implementation is
advancing
• It is not one time ad hoc meeting,
• Rather we are building on what has already been done in the
countries (the NAIPS, the Compacts, the CNAs etc)

The Capacity Needs Assessment for SAKSS
• Goal: To find out the Capacity needs in terms of Strategic
Analysis and Knowledge management for CAADP process
• Questions

What are Mozambique’s needs for strategic agricultural policy analysis?
and investment planning, monitoring
and evaluation, and knowledge management?
What individual and organizational capacities are needed for the above?
How can these capacities be harnessed through their effective use in
the organizations involved in the CAADP process ?
– What institutional and capacity constraints exist in the policy process for
the policy organizations to play their role effectively to meet the
objectives of CAADP?
– How can such capacity gaps be identified and filled?

Methodology
• Thematic areas for the CNAs:

(a) Strategic policy analysis and investment planning,
(b) Monitoring and evaluation, and
(c) Knowledge management and sharing at the country level to help in
the CAADP implementation process.
Methods: Consultations with relevant institutions and literature at 3
levels:
individual, organizational, and policy process level
Key informants were interviewed at MINAG (DE, DNEA & DAF), MPD and
MIC.

Methods
• Analysis of disaggregated data to identify human capacity gaps
• Identifying the existing human capacity in the organizations
• Assessing the existing data and M&E systems related to tracking
implementation of CAADP
• Identifying ways of strengthening these through stakeholder
consultation

Findings-A snapshot
• Main institution responsible for policy formulation and
monitoring for policy execution in the agricultural sector is
MINAG
• Opinion from experts are mixed on levels of capacity for
agricultural policy research
• But data/knowledge products not often easily available
• Systems for analysis of data not well defined and can benefit
from improvement
• Sector-wide-monitoring needs to be encouraged and a
strengthened SAKSS node in Mozambique can help in this
process
• Human capacity appears insufficient and training may be
useful

Implications
There are some capacity issues to be
addressed
– MozSakss would be an Important function
i) The revitalization of MozSAKSS program would have to take into
consideration training of staff at MINAG.
ii) Need to strategically strengthen the capacity of national institutions,
in particular MINAG/DE, in SAKSS
• so that MINAG would be able to identify, coordinate, and support the
planning, implementation and monitoring of agriculture and rural
development strategies

• This could be done through the establishment of a results based
program in areas such as:
a. Strengthened MINAG’s agricultural statistics and information
system;
b. Reinforced MINAG/DE policy analysis and strategic planning
capacity;
c. Improved MINAG knowledge and information sharing, including
at farmer level;
d. Reinforced flow of knowledge and information with wider
regional efforts; and,
e. Improved skills and increased reliance on domestic inputs.
