involvement in the efforts to prevent
MANPADS-related threats – in the
framework of global and regional systems UN (including CD, UNDC, GA 1st
Committee, SALW PoA, UNIDIR) OSCE,
EU, OAS, APEC, ARF, and other
international organizations or fora (including
G8, IATA, ICAO, Wassenaar Arrangement,)
or specialized instruments (like future ATT)

The most important decisions by organizations and international
accords concerning MANPADS include:
UN GA Resolution 59/90 (December 3, 2004), Prevention of the illicit
transfer and unauthorized access to and use of man-portable air defense
systems
UN GA Resolution 60/77 (December 8, 2005), Prevention of the illicit
transfer and unauthorized access to and use of man-portable air defense
systems
Document adopted by the OSCE Forum for Security Cooperation (FSC) in
May 2004, OSCE Principles for the Export Controls of Man-Portable Air
Defense Systems MANPADS /modeled on the WA document – see
below/.
Wassenaar Arrangement document adopted in December 2003 –

Implementation, enhancement and
proliferation of existing solutions & practices


Implementation of MANPADS-related solutions would be significantly
facilitated by the promotion of the principles already elaborated. It is
particularly important to coordinate international actions designed to
upgrade controls on trade in MANPADS. In this connection, efforts
should be taken to encourage the greatest possible number of states
to adopt the relevant guidelines developed by the Wassenaar
Arrangement – Elements for Export Controls of Man-Portable Air
Defense Systems (MANPADS).
It is also desirable to popularize in the international arena the
principles of physical protection of storage facilities, access
restrictions, transport security and MANPADS stockpile
management. Those principles should be promoted both at
multilateral forums and in bilateral contacts. A useful instrument here
would be the catalog of best practices worked out by the Forum on
security Cooperation of the OSCE, titled Handbook of Best Practices
on SALW Concerning the National Procedures for Stockpile
Management and Security of MANPADS.

Coherence


A multi-tracked approach should be coupled with a
striving to ensure coherence of the actions and
decisions regarding MANPADS being taken by the
respective states and international fora. A special
role should be played here by states involved in the
work of various international fora, such as the
Wassenaar Arrangement or OSCE, and those that
combine a presence in both the specialized
arrangements and regional organizations, such as
the OAS or APEC. Seeking to ensure cohesion of
their actions, the states participating in various
MANPADS forums should strive to eliminate
contradictions between the decisions they take,
and to prevent any obstruction of favourable
processes.
