Charter on Rights of Citizens
in the Knowledge Society (EUROCITIES)
„The public sector must become the catalyst for the use of ICTs
among citizens, w hile ensuring their full rights.”
Main aspects and impact areas of eRights charter:
• Political (international co-operation of European cities in the
framework of organizations like UBC, Eurocites; activities of a city
within the EU);
• Promotional (promotion of Internet access for all - PIAPs,
broadband – and public services based on new technologies;
promotion of e-signature);
• Social and cultural (access to user-friendly and understandable
public information; strenghten the right to education and participation
through new technologies);
eRights charter - objectives
EUROCITIES wishes to ensure the effective recognition and
protection of rights of all citizens in the Information and
Knowledge Society by introducing the “European Charter of
Rights of citizens in the Knowledge Society”.
EUROCITIES is convinced that this instrument will help
cities and local governments to ensure the rights of citizens
& to maintain a competitive and competent society in the
digital age as well as ensuring social and territorial cohesion.
eRights charter – signing event
EUROCITIES identifies four groups of rights to be distinguished:
The Right to Access - Local government must play an active role
in guaranteeing access to telecommunications infrastructures.
The Right to Education and Training – There is the need to
support the development of lifelong learning to allow all citizens to
take part in and benefit from the development of the Knowledge
Society.
The Right to Online information - cities w ill have to be a main
source of content, especially content related to the information
generated and ow ned by its administration.
The Right to Online Participation - cities should ensure the
citizen’s right to participation calls on cities to be transparent at
each stage of their decision-making process.
