• Impact on service delivery through loss of key expertise
• Across the board there is a lack of technical capacity to
deliver (both in expertise & numbers)
• Confusion between supply chain and technical units and
lack of infrastructure procurement expertise linked to cidb
procurement reform process
• Severe shortage of municipal engineers & qualified
financial managers
• Severe work overloads due to inter alia staff shortages,
turnover of staff, restricted staffing budgets, social & local
economic development policies
• Construction industry constraints (built environment
professionals and contracting capacity)
