Data management in CSIRO
2006 - Data management flagged in the Information Management Strategy
2007 - Small team established to kick-start an enterprise approach to data
management and publishing across CSIRO
2009 - infrastructure and support services under development. Licensing
identified as a high priority collaborate with CSIRO Legal
2011 - Data Access Portal (DAP) released across the organisation.
DMS Support Team established and data policy approved
2014 - DAP scope extended to enable publishing of software and code
May 2015 - ~1200 data and software outputs discoverable via the DAP

Licensing software
• Added a licence for software
• CSIRO Binary Software Licence Agreement
• Added two licences for code
• CSIRO Open Source Software Licence v1.0 (Based on MIT/BSD Open Source
Licence)
• GPLv3 Licence with CSIRO Disclaimer
• All have model of a base licence with a possible Supplemental
Licence which needs to be included with the files and metadata

Publishing software

• Self help guidance
• Flow directs researchers to different versions of questionnaire
forms
• Stop points, eg doubt about IP, direct the researchers to seek
BD&C assistance
• Approval is by delegates with commercial “Rank 4” delegations
• Aim that 80% of software - particularly code being written to
support science – can have a licence selected and released
without involvement from BD&C
• Will not be suitable for the large multi organisation collaborative
software projects.

CSIRO Data Policy
• In development
• Engagement with research flagships and “Business Development
and Commercial” representatives
• Being drafted by an enthusiastic researcher
• Will be socialized widely through the organisation before
presentation to executive
• Infrastructure already in place to enable compliance including the
licences discussed previously

Policy goals
Data is published with an appropriate licence
Publication of data requires approval
Data needs to be recorded in a data register especially if
it is to be made available or is purchased in
Data storage should comply with security policies
CSIRO retains ownership of data placed on external
facilities
DMP required as part of project planning process
