E911 on a Budget

Colorado Legislation for PBX of multi-line system requires either communication with users on proper procedure annually or an e911 system. (HB 29.11.100)

(1) When the method of dialing a local call from an MLTS telephone requires the dialing of an additional digit to access the public switched network, MLTS operators shall provide written information to their end-users describing the proper method of dialing 9-1-1 from an MLTS telephone in an emergency. MLTS operators that do not give the ANI, the ALI, or both shall disclose such fact in writing to their end-users and instruct them to provide their telephone number and exact location when calling 9-1-1.

(2) (a) For purposes of this section, "end-user" means the person making telephone calls, including 9-1-1 calls, from the MLTS providing telephone service to the person's place of employment or to the person's permanent or temporary residence.

(b) For purposes of this section, "MLTS operator" means the person who has responsibility to the end-user to coordinate telephone line number and address location assignments.

• • • Had an Intrado PS/ALI account with Premier service. Included web access to update e911 info. Can request 1 or 2 downloads per year and upload changes any time. Most changes made through web interface using a key generator. Reviewed managing own uploads. We have programmers that can write the script to allow upload directly to Intrado. We are liable for all errors, omissions and troubleshooting problems with uploads.

Must convert to a PS/ALI Direct account for a one-time charge of $250.00

• • • • • • Company provided a $5 million insurance policy per occurrence for errors and omissions in the upload. Upload can be as often as necessary. Company troubleshoots upload problems FTP processed with a script to transfer file to vendors server. Requires automatic process on a server or computer to run script and rename file for upload.

D11 staff manually inventoried extensions and locations.

Retained existing 1FB at each location for alternate 911 call routing if needed.

• • • • • 911 Calls must route through vendor server. Worked with Telco provider to configure PRI to route through their server.

Depending on version of CM, List Station or List Set-Data report. It must include extension and room, floor and building fields from page 4.

Verify how fields are placed by vendor and PSAP. PSALI has several fields that are available for editing but may not be used by PSAP. – Spaces count as a character. – Our vendor places all Avaya fields in Location field with 20 character limit.

Test from several locations and if vendor server isn’t available.

Most offer screen pops, emails and/or text messages. May be additional support cost.
