Provincial Approach for 2011
• Out of 21 municipalities in the Province, only 1 municipality did not submit their draft IDP (Lekwa) • District’s IDP analysis were done, between February and May 2011.
Challenges
• All municipalities within the Province had approved and reviewed their SDF’S, the only challenge is around implementation and proper support for the locals who do not have planning capacity • Limited capacity to analysis or usage of demographic information for the purpose of planning
Challenges
• Lack of Comprehensive Infrastructure Plans (CIP) • Project plans not linked to the MTEF • No strategies and objectives on Human Settlement issues • Lack of proper mechanism to engage with the traditional leaders
Challenges
• Municipalities are not including list of key financial policies, AG’s remedial action required and three year financial plan in the IDP document • Under-spending on capital budget • None of the municipalities could not provide evidence of the existence of Operations and Maintenance Plans for any of their service functions
RATINGS
Ratings for the whole Province
• Ehlanzeni District at 88%, Bushbuckridge 79%, Mbombela Municipality and Umjindi at 76%, Steve Tshwete respectively and Msukaligwa 73% , whilst Nkomazi at 70%.
• Nkangala District respectively.
and Govan Mbheki are at 67% respectively, Gert Sibande and Pixley Ka Seme at 64%, whilst Emalahleni , Victor Khanye and Emakhazeni at 61% • Only four municipalities had scored between 60% and 50%, that is Dipaleseng at 55%, Thembisile Hani at 52% and Mkhondo at 52%, with Lekwa not being assessed.

Intervention
• IDP road map developed • Managing the transitions process was done through the Premier’s Co-ordination Council • Support municipalities who had planned to do Community Based Planning (CBP) • Roll out the SDF toolkit training – pilot four municipalities • Roll out IDP learnership for all municipalities through LGSETA and Vulindlela initiative • Support four municipalities with situational analysis – integrating population information
Conclusion
• 1 st engagement on the as per the road map is planned for the 13 th to the 22 nd September (two days allocated per district) • All municipalities and stakeholders had committed to work towards realisation of the issues raised within the Provincial Road map • Any support provided to municipalities will be managed through the department
