FREE STATE YEAR TWO IMPLEMENTATION PLAN FOR 5 YEAR LOCAL GOVERNMENT STRATEGIC AGENDA Dr M.C Nwaila DG: Free State Provincial Government 1 Outline of the Presentation • Introduction • Implementation plan in respect of 5 key performance indicators • Municipal Transformation and Organisational Development • Basic Service Delivery • Local Economic development • Municipal Financial Viability and Management • Good Governance and Public Participation • Challenges • Technical support 2 Introduction • Progress has been made regarding how sector departments have leveraged their support to municipalities as required by 5 Year Local Government Strategic Agenda. • A provincial municipal support plan reflecting intentions of sector departments and social partners has been finalised. • 5 Year Strategic Agenda for Local Government has been placed as a standing agenda item on Premier Coordinating Forum meetings to track progress • Integrated approach in communication is implemented through the provincial core team (GCIS, OTP, LG&H and SALGAFS) • 5 key performance areas have been used as an organising framework for the participation 3 KPA 1: Municipal Transformation and organisational development • Support district and local municipalities in preparing their IDPs • Provide hands-on support to municipalities in implementing Local Government System Regulations • Support municipalities in implementing the Performance Management Regulations • Leadership capacity building and training programme informed by priority support needs of municipalities • Ensure that all vacant senior management posts of municipalities are filled • Ensure that provincial wide recruitment and retention strategy is implemented • Develop and implement a monitoring and reporting system on local government in partnership with State Information Technology Agency (SITA) 4 KPA 2: Basic service Delivery • Provide outstanding 45 schools with water, sanitation and electricity in five districts • Upgrade and maintain roads in five districts • Support municipalities with improvement of payment and collection of property rates and taxes • Support all municipalities in implementing the indigent policy guidelines • Support municipalities in implementing Free basic Services • Develop, implement and monitor a provincial bucket eradication plan • Provide technical support to all municipalities on landfill development and operation, waste reduction and other wasterelated matters; • Massify EPWP in municipalities; 5 KPA 3: Local Economic Development • Facilitate the deployment of LED experts in priority municipalities • Support district municipalities in hosting district growth and development summits • Provide comprehensive agricultural support programme (CASP) to emerging farmers in all districts • Implement and monitor poverty alleviation projects in five districts 6 KPA 4: Municipal Financial Viability and Management • Facilitate the implementation of five MFMA priority areas in selected municipalities • Coordinate formal training sessions on supply chain management and foundations of municipal accounting • Support municipalities on compilations of Annual and Oversight reports • Coordinate the implementation of Local Government anticorruption strategy • Guide and support municipalities in the implementation of MPRA 7 KPA 5: Good Governance and Public Participation • Develop and implement a province-wide support programme for ward committee members • Strengthen coordination of Premier (Exco-meets-thepeople) and Mayors Izimbizo programme • Develop and implement a provincial strategy to support the Offices of Speakers in managing public participation • Support district municipalities in establishing district IGR forums • Empower and monitor oversight role of Community Police Forums in all municipalities 8 Institutional arrangements of the state to deal with implementation of 5 Year Strategic Agenda • Support district municipalities in implementing IGR Framework Act and strengthen IGR structures • Restructuring of macro-structure of both the Office of the Premier and Department of Local Government and Housing to be able to deliver on the mandate of implementing 5 Year Strategic Agenda 9 Refining and strengthening the Policy, Regulatory and Fiscal Environment • Support municipalities to comply and establish municipal systems (e.g Administration, PMS) • Implement the IGR Framework Act and strengthen IGR structures 10 Challenges • The need to elaborate further what “mainstreaming handson support means” so that all stakeholders, including sector departments, have common understanding moving forward • The implementation plan and reporting template design make it difficult for sector departments to can input appropriately in relation to 5 KPAs • Beefing up institutional arrangements in the Office of the Premier and DLG&H for coordination; 11 Technical support required • Mobilising support from national departments and Stateowned enterprises • Establishment and re-sourcing PMUs for 5 Year Strategic Agenda 12 Thank you! 13
