Spatial Planning

Spatial Planning should logically precede
the budget.
All plans of municipalities happens in
geographic space, hence components can
be plotted geographically.
Requires joint planning space - Joint
planning between departments and
government spheres for setting local and
regional investment priorities.

uncomplicated:





Salaries (human capital)
Asset Depreciation

Wards are politically driven – political interference
likely.
Ward structures used by municipalities not always
according to the DMB ward boundaries.
Linkage between planning (IDP) and budgeting
(investment) not consistent.
Strategic logic of IDP not always holistic.
Conflicting policy directives, e.g. greatest
impact vs. greatest need.

Viability can only be tested through
practical application.
Spatial budgeting has happened to some
extent (Swartland, Knysna).
Recommendation:
 Pilot to plot capital spending spatially.
Terms of Reference






Assess practicality of geographically targetted
investment in a municipal area.
Mapping provincial and municipal investment
geographically with ward reference of pilot
municipalities with.
Focus on capital spending.
Focus on municipal investment and provincial direct
investment. Not necessary to plot national and
provincial transfers as the spending is directed by
municipalities subject to certain conditions for
earmarked allocations.
Involvement of:
DPLG, NT, PT, municipalities involved in the pilot,
DotP (as champions of the PGDS), DEADP (as
champions of Spatial Development Planning), all
sector department with direct capital investment in
municipalities.
Time-frames: June 2009 to June 2010.
