PURPOSE:
To establish a system for the formulation and implementation of
procedures to ensure the uniform administration of the classified
service on the following merit principles:
A. Personnel decisions based on job-related ability… …without regard to age, sex,
race, religion, national origin, political affiliation, marital status, or disability…
B. Measuring job performance and responding appropriately:
