BES-11-2014: Information management topic 2: Information management, systems and
infrastructure for civilian EU External Actions
> The establishment of the research agenda will provide broad and ongoing understanding of
interaction and challenges of operability among actors and equipment involved in large
CSDP missions. The above expected results will allow the stakeholders to expand their
technological and advisory offerings and move forward with the implementation of the
proposed solutions.

> End-users are the compass of the research activities and will of course participate in
assessing the quality and usability of the results by providing feedback, besides contribute
to the demonstration experiments.
Proposal Concept
>
Proposal outline:
>
The interoperability objective is therefore to reach an integration level in the C2 and Information
systems which will enable:
The integration of the systems at the same level as the other available assets and forces;
ii.
Easy and seamless reconfigurations and transfer of control/responsibility between the
various participating CSDP units on the field and a complete and rapid share of the
information.
Sharing the systems between several agencies and heterogeneous people leads to the objective of
studying and developing a Situational Awareness and Operation Control Platform (SAOCP) that
should enable to control and/or to collect and exploit the information from heterogeneous
sources (through the same general interface).
>
>
Work should be developed in 3 axis:
i.
End –Users Requirements Definitions
ii.
Elaborate the SAOCP specifications and interoperability standards
iii.
Perform the evaluation of the SAOPC solution against the Earthquake, Forest Fire and
Maritime SAR scenarios.
Relevant Experience:
>
HIT-GATE - Heterogeneous Interoperable Transportable GATEway for First-Responders
>
PERSEUS - Protection of European seas and borders through the intelligent use of surveillance

What we can offer
> Definition of functional and operational requirements plus Architecture based on user
needs and untied from industry restrictions and off‐the‐shelf products.
> Assessment of deployment/integration processes bringing the users to “the field” and
giving them a clear understanding of technological process and issues in order to
gather their feedback.
> We have strong links and long-lasting cooperation with the Hellenic stakeholders in
the domain of Security and Civil Protection, with European standardization bodies
(e.g. ETSI) and Working Groups (Integrated Mission Group for Security – IMGS)
> We can offer Application Development capabilities (Web, Desktop, Mobile)
> We can offer opportunities for the dissemination of project results within the NCSRD
Summer School or other educational activities. Furthermore, we are willing to design
dissemination material in the form of brochures, flyers etc, host workshops and
provide our video production capabilities.
