EPA TMDL Funding Overview
 Funding for TMDL development and
implementation is a priority for EPA water
program funding.
 Funding is provided to support:
TMDL development
TMDL implementation plan development
TMDL implementation
EPA Funding Sources Overview
319 funds for TMDL, IP development and
implementation.
 106 funds for TMDL and IP development.
 104(b)(3) funds for innovative/alternative TMDL
development – NPDES related.
 604(b) funds for TMDL and IP development.
 EPA contractual support for TMDL and IP
development.


 Section 319 = $10,688,174
 Section 106 = $4,032,031
 Section 104(b)(3) = $544,442
 Section 604 (b) = $918,282
 Contractual Support = $841,000

Section 319 Program Funds
Provides grants to states (DCR administers) to develop
and implement nonpoint source programs.
 Priority for funds is development and implementation of
TMDLs and broader based watershed plans.
 Use of funds for developmental activities limited to 20%
of the grant award.
 No limit on % of grant award utilized for implementation.
 Primary source of funding for TMDL implementation.


Total Grant to Virginia = $4,533,900
 Total available for development = $991,329
 Total available for implementation = $1,341,173
EPA Requirements for 319
Implementation Funds
 Funds must to be utilized to implement elements
of an approved implementation/watershed plan
meeting specific criteria.
 Funds can not be used for general cost sharing
unless tied to activities in a watershed plan
submitted to EPA as part of the grant application.

Identification of causes/sources of impairment
 Estimate load reductions by source needed
 Outline NPS practices to be implemented
 Identify TA/FA needed and sources of authority
 Provide I/E component
 Schedule for implementing NPS practices
 Identify milestones to track implementation
 Monitoring program to evaluate effectiveness


 Three Creeks – Washington Co.
 Blackwater River
– Franklin Co.
 North River – Rockingham Co.
 Holman’s Creek – Shenandoah/Rockingham Co.
 Catoctin Creek – Loudoun Co.
EPA TMDL Funding Summary
TMDL funding is a major priority for EPA water
programs.
 EPA is a primary source of funding for the TMDL
program in Virginia.
 Funds support TMDL development, implementation
plans and implementation.
 Eligible implementation activities must be part of a
watershed plan meeting EPA criteria.
 Virginia is currently implementing 18 TMDLs using EPA
funds.

