Who is CTAC?
• CG’s only advisory committee for the marine
transportation of bulk hazardous materials
• Been in existence since 1949
• Comprised of 25 members; 3-year terms

Major Accomplishments
• Submitted improvements to CDC defn, including addition of
“residue” to account for lower risks; ease security demands
(HCTS)
• Completed analysis with towing industry on effects of adding
AN to CDC list (HCTS)
• Developed new marine emergency response chapter for NFPA
472 for both tank & non-tank vessels (NFPA 472)
• Barge Industry Best Practices for Vapor Emission
Control/Reduction; shared w/AWO (Outreach)
• Consider best practices to assist first responders improve the
identification of barge cargoes (Outreach)

• Proposed regulatory language for vapor
balancing during “unloading” operations
(Vapor Control)
• Proposed text for developing NVIC 03-06,
implementing changes to MARPOL Annex II

Current Activities
• Review risks associated with Chlorine barge
shipments
• Determine “adequacy” of Reception Facilities to
receive MARPOL Annex I & II residues
• Complete review of IMSBC Code with a view to
update 46 CFR 148 regulations
