About the skills and placement program

15% of allocation under SGSY/NRLM is for skills and placement
component

The program works in a public-private partnership mode.
Partnership with industry, employers and private sector.

The Ministry provides financial support to Project Implementation
Agency (PIA) by way of grants to the extent of 75% of the total cost
of the project. Remaining 25% is borne by the PIA or the concerned
State Government.

Short-term placement linked, market driven training for 1 to 3
months to rural poor youth between the age of 18-35

Trained youth assured of a job after skilling

One year post-placement tracking

Implemented through private companies or NGOs. They are
responsible for: skilling, placement, and post-placement tracking

We have trained 5 lakh youth till now
We are currently training 3.5 lakh youth annually.
Challenge: We plan to train and place 50 lakh youth in next 5 years

Key Features of Special Projects:
• NRLM will place professional teams in these areas to implement the
program.
• Block will be the unit of intervention
• Provide end-to-end solution
Building capacities of States to develop
their own skills and jobs missions
States have to take charge of the programme
In next five years:

NRLM – move from direct implementation to building capacities
of state missions to Design and Implement their own programs.

TA – a team of specialists exclusively dedicated for providing
technical assistance to States.

Provide funds directly to states – based on MoU s with state
missions on outcome parameters

Greater involvement of state governments is required. But the State
Governments first need to build capacities at the State, district and block level
to handle this work.

State Rural Livelihoods Missions (SRLMs) have been asked to position dedicated
teams at state and district levels so that the appraisal, sanctioning and
monitoring can be done effectively by the State Missions themselves. In the
absence of a dedicated structure at the State and district level, mere devolution
of this responsibility will not yield satisfactory results.

In the next one year, it is expected that 6 state Missions will build their teams
and the responsibility of proposal sanctioning and monitoring will be devolved
to these states.

Over next 3 years, the Ministry will only retain 10% to 15 % of the funds at the
Centre level for innovative projects and multi-state projects.
