Debbie Rough-Mack, M.A

has extensive experience in the public and private sectors in leadership, team and organizational development coaching, change leadership, stakeholder involvement and program management. Before starting her consulting practice Rough-Mack held management positions in the public and private sectors, served as a two-term president of the American Society of Training and Development (Nisqually Chapter) She earned her Master's degree in Whole Systems Design at Antioch University and holds certification as a Senior Professional in Human Resources (SPHR) Certification.

Wendy Fraser, Ph.D.

provides leadership and coaching in strategic planning, change management, Baldrige principles, organization development, group dynamics, trust repair, Lean Six Sigma – process improvement, and employee engagement practices. Fraser worked for the State of Washington for nearly 18 years in three agencies before launching her organization development consulting practice. She made many contributions as a public servant and she received the 2004 Governor’s Award for Sustained Leadership. Fraser earned her Ph.D. in Human and Organizational Systems, from Fielding Graduate University; an M.S., Human Resource Management at Chapman University; and M.A. in Organizational Leadership at Chapman University; an M.A. Human and Organizational Development at Fielding Graduate University.

Larry Dzieza, M.P.A.

has had a career focused on governmental policy and fiscal issues in federal, state, city, and county government in legislative and executive budget and finance positions. As the current Fiscal and Facilities Manager at the Office of Administrative Hearings, he uses his expertise in federal and state policy and budget analysis, strategic planning and innovative uses of technology to improve service and communication to citizens. He has held positions with the National Governors’ Association, the National Assoc. of State Budget Officers, the federal Office of Management and Budget, the U.S. Senate Budget Committee, the Wash. State Office of Financial Management. Dzieza holds a Master of Public Administration, Inter-governmental Management Program, from the University of Southern California

Larisa Benson, M.A.

is the Director of Performance Audits for State Auditor Brian Sonntag, leading a team of 40 experienced auditors producing audits that have identified over $1.3 billion in potential savings and numerous performance improvements. She previously served as Director of Government Management Accountability and Performance (GMAP) for Governor Gregoire from 2005 2009, earning multiple national awards innovation and performance excellence. Her previous career in local government included negotiating labor contracts with teachers, integrating performance measures into city budget processes, and leading governance changes in public and nonprofit agencies. Benson earned her Masters in Public Administration from the University of Washington.

Doug Nathan

works as an Alternative Dispute Resolution Practitioner for King County Office of Alternative Dispute Resolution. He has been a conflict resolution professional in private practice since 2006, providing advanced conflict management, organizational development, leadership, coaching, training and facilitation to organizations in both the public and private sectors. Nathan has a Master’s degree in Organization Systems Renewal and brings his systems thinking to enhance team dynamics and support healthy work environments. His conflict resolution background includes mediating employment and labor disputes, facilitating large-scale multi-party disputes, environmental scans, and designing collaborative processes to prevent, improve and resolve conflict situations.

is a proven leader with a record of consistently achieving quality results in large, complex organizations. As a business consultant at Flat World, LLC, she uses a wide range of consulting, coaching and management tools, ranging from strategic and business planning to continuous quality improvement. Her public sector career includes serving as the Director of Performance and Accountability, Washington State Department of Health, the Deputy Director, Community, Trade and Economic Development, Deputy Executive Director & Operations Director, Port of Olympia, Deputy Director, Washington State Employment Security Department Director, Washington State Department of General Administration Executive Director, Commission on Efficiency and Accountability and Assistant Director, Management and Productivity, Office of Financial Management. Holden holds an M.P.A. from Evans School, University of Washington.

Cynthia Shaffer, M.A., PHR

has over 19 years of HR Management experience in private, public, government, non-profit, and law enforcement organizations. In her current position, she serves as a human resources manager in a law enforcement environment with responsibility for recruitment and hiring, employee relations, classification, and training. Shaffer has taught classes in the Human Resources Management program at UW Tacoma since it began 10 years ago. Shaffer earned an M.A. in Human Resources Development from Webster University, 1994, an M.Ed. University of Illinois, 1994 and a B.A. in Psychology from Metropolitan State College at Denver.

Currently employed first-level supervisors and/or program managers with broad organizational scope and impact in city, county, state, tribal or non-profit agency. Those who have completed (or will complete) 40 hours of approved First Level Supervision courses and 10 hours of supervisory electives prior to certification.

Condensed program reduces time away from work and allows participants to apply new concepts on a monthly basis. (Monthly, midweek classes for two - three consecutive days from 8:30-4:30 p.m.) Our focus is on both professional development for the individual and their contribution to the development of their agencies.

Project work will be guided by their internal agency advisory team.
