Opportunity” meeting every two years through 2015
• Family notification of college opportunities
• Improve K-12 and community college coordination

entire education system
• Decrease costs per graduate by 10% by
focusing on increasing completion rates
• Call on the state to develop a decadelong financing plan for California higher

2007-08 Budget Outlook
• LAO forecasts the state facing an operating shortfall
in excess of $5B in both 2007-08 and 2008-09.
• The structural deficit of this year drew down our
reserves to $3B (from $9B).
• CSU and UC both proposing fee increases (unless
bought out by Governor)
