Federal Legislation, HSIs and Hispanic Students: Where We've Been and Where We Hope to Go For Innovative Educators San Diego, CA March 30, 2006 Where We’ve Been • Brief History of HACU • History/Definition of the Hispanic Serving Institution (HSI) • Brief Funding Overview HSI Definition • A Hispanic-Serving Institution (HSI) is defined as a non-profit institution that has at least 25% Hispanic full-time equivalent (FTE) enrollment, and of the Hispanic student enrollment at least 50% are low income. Low income is defined as 150% of the poverty level as determined by the Bureau of the Census at http://www.census.gov/hhes/poverty/povdef.html. The Title V Program does not pre-certify institutions as Hispanic-Serving Institutions.
