Dry Spent Fuel Storage Facility Schedule

    Kozloduy” NPP accepted the Technical Design and the ISAR in June 2006.

The Construction Permit issued by the Ministry of the Regional Development and Planning was received on 15 June 2007.

BNRA issued an Order for Technical Design approval on 02 April 2008. On 17 June 2008, the BNRA Permit for the construction of the DSFSF for the dry storage of 2800 WWER 440 spent nuclear fuel assemblies was received.

KNPP has approved those parts of the Detailed Design that are related to the DSFSF construction and the CONSTOR® 440/84 casks. The development of the parts of the Detailed Design related to the cask handling equipment to be installed in the existing wet SFSF is on-going. • 8

 Currently, the final civil and installation works are being carried out on the DSF site. The 145 t crane to be installed in the DSF is manufactured. The manufacturing of the first 8 cask has commenced. The Project Contractor submitted the updated schedule for the DSF construction and commissioning in March 2009. According to the new schedule, the end date for the completion of the Storage Facility is 22 August 2009. The first 8 spent fuel casks of the CONSTOR® 440/84 type shall be supplied by that date. The remaining 26 casks shall be supplied by October 2010.

 An extension to the DSFSF is currently being planned to store a further 38 casks, which will store all the remaining WWER 440 spent nuclear fuel assemblies.

Plasma Melting Facility

 On 16 of April 2009 a Contract was signed between Kozloduy NPP and Consortium including Iberdrola and Belgoprocess, on design and implementation of a Plasma melting facility.

 The Key Requirements: – The facility shall ensure significant waste volume reduction, defined as the ratio between initial storage volume and final treated conditioned waste volume – The new facility is foreseen as an addition to the existing waste treatment facilities, to achieve a higher volume reduction of solid low level radioactive waste – The facility shall ensure that waste from the facility shall be suitable for transport to and interim storage at the KNPP storage facility • 16

Facility for retrieval and processing of the solidified phase from evaporator concentrate tanks

  On 17 of March 2009 a Contract was signed between Kozloduy NPP and ONET Technologies on design and implementation of a Facility for retrieval and processing of the solidified phase from evaporator concentrate tanks Key Requirements: – The Contractor shall provide a device for solid phase sampling from any point of the tanks; – The Contractor shall perform radiological characterization of the solid phase in the evaporation concentrate storage tanks in the Auxiliary Buildings 1 and 2, as well as the final products of the treatment by the Facility. The characterization shall cover all the significant radionuclides generated during Kozloduy NPP operation; including the long-lived radionuclides which concentrations are decisive for the long-term safety of the radioactive waste disposal. – The equipment shall allow for retrieval of the solid phase from all possible locations and depths of the tanks. – The solid phase treatment technology shall be applied, which to ensure the following ratio between the final products of the treatment: not less than 90% of the products of the treatment shall be Category 1 RAW or waste have such radioactivity levels, which to provide for direct free release and not more than 10% of Category 2a RAW. • 18

Heat generation plant for steam and hot water

    After the physical separation of Units 1-4, an additional source of steam and heating water shall be required to meet the demand of the users at KNPP site and in the town of Kozloduy. The heat generation plant will operate as contingency for when both Unit 5 and Unit 6 are unable to provide the required steam and hot water for KNPP and Kozloduy consumer.

The plant for generation of steam and hot water shall be of sufficient capacity and reliability to supply the users of Units 1-6 and those in the town of Kozloduy.

For the construction of the new heat generation plant a site has been selected. The Heat Generation Plant shall operate with main fuel – natural gas – and backup diesel fuel.

    The Contractor shall design, construct, equip and commission the heat generation plant to provide the following: Generation of steam of the parameters to follow: P=1,2 MPa; t=190 °C; G=85 t/h Heating up of heating water of the parameters to follow: P=1, 4 MPa; temperature at the inlet/outlet, t=70/150 °C; approximate flow rate G=1750 t/h.

The life time of the building of the heat generation plant - 50 years.

Elaboration of the SAR for Units 1 & 2

Following Decision № 839 on 20.12.2008 of the Council of Ministers of the Republic of Bulgaria, Units 1 and 2 of Kozloduy NPP were declared to be a Radioactive Waste Management Facility .

The property was placed at the disposal of SE “RAW”, assigning SE “RAW to take care and manage it.

The terms of validity of the Permits №, № ІІ-2674 / 08.07.2002 and І-2613 / 18.05.2002, for units 1 and 2 respectively, have been extended by orders of the Nuclear Regulatory Agency №, № РД-22-18 / 17.01.2003 and РД-22-52 / 20.02.2003. The following documents have been issued for a five year period of validity: A Five Year Licence, Series Е, № 00707 for the operation of Kozloduy NPP’s Unit 1 in “E” mode (SNF storage in the Spent Fuel Pool), issued on 20.02.2004 amended by an Order № РД-22-477/06.12.2006.

A Five Year Licence, Series Е, № 00613 for the operation of Kozloduy NPP’s Unit 2 in “E” mode (SNF storage in the Spent Fuel Pool), issued on 15.01.2004 amended by an Order № РД-22-478/06.12.2006.

Elaboration of the SAR for Units 1 & 2

On 24.09.2008, BNRA renewed the licenses issued for Units 1 and 2 to 31.12.2011. Units 1 and 2 will continue to be operated in “E” mode according to these changed licences until the time SE “RAW” will receive an operating license for Kozloduy NPP’s Units 1 and 2 to be operated as RAW management facility through Special Division "Decommissioning Kozloduy" According to Article 48, para 1 [4] of Attachment 1, one of the documents that is attached to the Application for issuance of an operating licence for a nuclear facility is the Safety Analysis Report (SAR). After the EBRD agreement, KPMU was requested by KNPP to perform SAR for this facility under new Project 30.

The document is structured in compliance with the requirements of the Ordinance on Issuance of Licences and Permits for the Safe Usage of the Nuclear Energy.

Revision 0 of the Safety Analysis Report for the RAW Facility, managed by the Special Division “Decommissioning-Kozloduy", was submitted on 10 April 2009. • 24

It is responsible for self performance of the specific projects and at the same time for the management of the new investment projects that all together will be used in support of the KNPP decommissioning process.
