What is voice over IP
Voice over Internet Protocol. A technology for transmitting ordinary
telephone calls over the Internet using packet-linked routes. Also called
IP telephony
•
Originates in IP over a Broadband Connection
•
Unique CPE (adapter or IP phone)
• This CPE is essentially the same as “cordless phone” technology in that if power goes out, so
does phone; phone can be physically moved at the whim/will of the customer
•
Nomadic
• Anywhere you can get a high speed Internet connection.
•
Provides integrated capabilities and features that allows the end user to manage personal
communications dynamically.
• Rich features and functionality
• Follow me
• Distinctive ring
• Voice mail over the internet
• Selective call answer/selective call forward
At its core, VoIP service is the 100-year voice product delivered over a new technology that
enables lower price points and advanced features.

The Future of Voice over IP
Over 30 Million subscribers in the U.S. will use VoIP by the end of the decade.
• Voice will be the smallest piece of the pie
• Bandwidth to provide music, video and always on services
• Micro-mobile solutions as phones and PDAs
• WI-FI enabled cities will accelerate market adoption
• Merged

Timeline
How Voice over IP will affect 911 calls
On the horizon
Available
Fundamental and significant change in the communications industry is driving the need for Public
Safety solutions that accommodate the many new ways that emergency services can be requested
and the response provided.
• Basic 911
A direct connection between a dial tone office and the PSAP
• Enhanced 911
Calls are routed based on location and calling party
information is displayed (ALI)
• Wireless 911
• Phase 0
• Phase I
• Phase II
Calls are directed to a 10 digit administrative number at the PSAP
Calls are routed based on the cell site (Antenna) location
Calls are routed based on the callers location (XY)
• VoIP (Voice over the Internet Protocol)
• I1
Calls are directed to a 10 digit administrative number at the PSAP
• I2
Calls are routed based on the callers location (XY) over TDM
• I3
Calls are routed based on the callers location (XY) over VoIP
• Telematics, ACN
OnStar, Automatic Crash Notification
• Text Devices
Instant messaging to the PSAP
• PDAs, Blackberry
• Satellite Phones
• AirPhone
• Medical devices
• Video
How Voice over IP will affect 911 calls
Requires “interconnected VoIP providers” to provide E911 information – call back information
and location – to the “appropriate” PSAP - November 28,2005
•
•
•
FCC tentatively concluded that IP-enabled services, including VoIP, are Title I, information/enhanced
services, and not Title II telecommunications services
Deals with the an entire spectrum of legal/regulatory issues
– Carrier Compensation – payment of reciprocal compensation and access charges
– CALEA
– Universal Service Fund
– Disability Access
– 911
Because of increasing public concern about 911 access by VoIP end users, the FCC culled out 911 from the
broader proceeding and issued its order
•
“Interconnected VoIP” providers have the capability to originate calls onto PSTN and terminate calls
through the PSTN
•
Applies to VoIP services in the US and its territories, whether “fixed” (by physical limitations or contractual
provisions) or mobile (whether “limited mobility,” i.e., within a rate center or a SR area, or full mobility,
•
In those cases where there is interconnection, and a SR, VoIP providers may not send calls to administrative
lines (unlike aspects of Qwest’s C-VoIP current offering)

NYC VoIP 911
In NYC Verizon and Intrado established a gateway connected to the 911 Selective
Routers with dedicated facilities. The VoIP provider simply routes 911 calls over the
internet to the Emergency Services Gateway.
