• Increased Minimum Service Requirement (MSR)
obligations have narrowed the lat/tran window
– AEDO community accesses via Lateral Transfer Process

– Longer initial obligations translates into fewer number of
eligible applicants around YCS 7 (Years Commissioned

Promotion Fundamentals
 Opportunity: the in-zone “possibility” of selection
 Flow Point: Average years of service when an officer is
promoted (paid) to the next grade
 Selection Rate: Percentage of all officers selected for
promotion.
– Denominator is the in-zone population
– Includes officers selected from above, in, and below the zone
– Below Zone defines the next TWO promotion cycles
• Breakout between next two cycles MAY or MAY NOT be equally
divided or equal to current IZ group

AC - What Is It?
• What is the Acquisition Corps (previously called APC) (AC)?
– Navy’s version of Acquisition Corps mandated by DAWIA
– More senior, acquisition experienced persons who meet education, training, and
experience requirements
• You must be an AC member to fill Critical Acquisition Position (CAP) billets
– CAP billets include all AED O-6 & Above and some CDR billets
– ~ 800 total CAP billets spread across designators
• Member must apply to be considered. AC board is conducted semi-annually,
announced by NAVADMIN
•

• Big Takeaways regarding timelines and general policies:
• NPC Policy:
– If Retirement Date coincides with PRD: Submit Retirement Request
6-12 months prior.
– If Retirement Date does not coincide with PRD: Submit Retirement
Request 9-12 months prior.
– Additional benefit of meeting above timelines: If w/in six (6) months of PRD
and notified of NPC “Intent to Issue PCS Orders”, a retirement request will
not normally be approved.
• PERS-4 Policy:
– If the retiring officer’s command endorses a retirement date prior to PRD, the
PERS-4 backfill demand signal will remain PRD. (Gapped Billet).
– This is being enforced more than in the past due to our officer inventory and
PCS funding shortfalls.
