Presented at the RCARO Workshop, 24-26
July 2007, Seoul, Korea
(Based on a survey prepared for the RCARO)
Nature of assignment
1. Feasibility study on partnerships
2. Strategies for promoting awareness and
creating additional funds for RCA
3. Possible roles of RCARO in addressing
regional and national needs
4. Future roles of RCARO for medium and
long-term sustainability of RCA

Partnerships
• Exchange of information---no financial
obligations involved
• Strategic partnership--- the partners agree
to undertake activities towards a common
objective; each partner provides own
resources
• Financial partnership--- any or both
partners agree to fund a joint project; one
partner implements

Findings
Conclusions
1.a. Criteria for selecting potential
partners
• Organizations have :
– aligned targets with MDGs
– previous “contacts” with RCA or IAEA
– active regional presence
– programme thrusts similar to RCA thematic
sectors
– existing mechanisms for and interest in
forging partnerships
1.b. Mission visits
• Preparatory work
– Documents/website studies
– Previous experience
– Links to RCARO and IAEA studies
• Mission visits to selected countries
– Contiguous locations for efficiency
– Prevalence of regional organizations
– Local support by RCA counterpart institutions
1.b Mission visits …2
• Contiguous:
– Thailand, Indonesia, Philippines
• Prevalence of regional organizations:
– Thailand: FAO(ROAP),UNESCAP, UNEP, UNIDO,
UNESCO, UNICEF,UNDP, ILO, UNHCR; AIT
– Indonesia: ASEAN, UNESCO
– Philippines: WPRO(WHO),ADB, IRRI,
IMO/PEMSEA/GEF
• Support of RCA counterpart institutions
– Thailand: OAP
– Indonesia: BATAN
– Philippines: PNRI
1.c Findings…1
• Most UN organizations (including IAEA)
have goals aligned with MDGs.
• All UN-based organizations in a country
are developing an integrated development
programme for that country (UNDAF).
• National RCA counterpart institutions have
limited contact with UN-based
organizations (regional or national);
– hence, generally no nuclear-related inputs to
the UNDAF.
1.c. Findings …2
• Most organizations have mechanisms for
partnerships—some at regional, others at
national level only
• A few have currently a no-to-nuclearpower policy but open to other nuclear
applications
• Potential partnerships are identifiable in
short term (immediate), medium-term and
long-term.
1.c Findings…3
• Most organizations ;
– have priority thrusts similar to RCA thematic
sectors (confirmed)
– Can identify with RCA thematic areas
– Welcome further exchanges of information or
collaboration
1.d Conclusions
• Feasible to forge partnerships
– Short or immediate term:
• FAO(ROAP), UNESCAP, IRRI, AIT,
IMO/PEMSEA/GEF,
– Medium term: address the no nuclear power
policy; dialog on other areas
• ADB, ASEAN,UNEP
– Long term: generally national support
• UNESCO, UNICEF, WPRO,UNIDO
Potential areas
• Short term:
– UNESCAP: environment (air pollution); water
resources management; energy; (nuclear
desalination?)
– FAO(ROAP): agriculture; water resources
management; food irradiation for safety
– IRRI: mutation breeding; water resources
management
– IMO/PEMSEA/GEF: marine coastal environment;
East Asian Seas Congress Dec’06.
– AIT: nuclear technology curriculum: food irradiation,
environmental applications
Potential areas
• Medium term
– ASEAN: environment, water resources,
agriculture
– ADB: environment (air pollution); industry;
(sustainable energy)
– UNEP: environment( air pollution), water
resources management
! Important: Address no nuclear power policy
of their governing bodies.
Potential areas
• Long term –
– WHO: health
– UNIDO: industry
– UNESCO: water resources, education, science and
engineering
– UNICEF: water resources; nutrition; selected health
areas
– Country offices, e.g. FAO (agriculture) , UNDP
(development areas--UNDAF)
Conclusions/recommendations
• 1. Feasibility for establishing partnerships
Conclusions: Feasible for selected organizations
Recommendations:
– Pursue dialogue with selected organizations that seem ready for
partnerships with RCA(RCARO)*;
– Raise issue with appropriate national entities to lobby for change
regarding no nuclear policy of certain organizations while
discussing other areas for partnership;
– Continue to exchange information with those nationally- focused
organizations+.
– *using project proposals for 2007-08( and future cycles)
– +MSs to study/contribute/participate in UNDAF preparations
No nuclear power policy
